A representative from Midwest Sales stated had used the pre-cast items before. <br />Landis asked Public Works Director Marsha Medbery why they did not ask for <br />alternatives and Marsha stated that the pre-cast items were not advertised in the <br />specifications. Associated Engineering from Lincoln drafted the bid specifications. <br />Jeffries made a motion and Landis seconded to refer these bids to the public works <br />committee for their recommendation. Hartman, Humiston, Lancaster, Landis and Logan <br />all voted yes and none voted no with Arnold absent for the vote and Jeffries abstained. <br />Motion carried. <br /> <br />EXECUTIVE SESSION FOR PERSONNEL AND EXECUTIVE SESSION TO DISCUSS <br />REAL ESTATE NEGOTIATIONS: Landis made a motion and Lancaster seconded to go <br />into executive session for personnel and executive session for real estate negotiations. <br />Hartman, Humiston, Lancaster, Landis and Logan all voted yes and none voted no with <br />Arnold absent for the vote and Jeffries abstained. Motion carried. <br /> <br />10:22 a.m. executive session <br /> <br />11 :25 a.m. Humiston made a motion and Jeffries seconded to go out of executive <br />session. Hartman, Humiston, Lancaster, Landis and Logan all voted yes and none voted <br />no with Arnold absent for the vote and Jeffries abstained. Motion carried. <br /> <br />11 :26 a.m. Chairman Hartman called for a break. <br /> <br />11 :33 a.m. Returned to session. <br />
