DISCUSS NACO CONVENTION: The NACO convention will be held in December <br />and Lancaster stated she would like to nominate Dan Hostler as county employee of the <br />year. Lancaster made a motion and Landis seconded to send a letter of nomination and <br />support for Dan Hostler. Hartman, Humiston, Jeffries, Lancaster, Landis and Logan all <br />voted yes and none voted no with Arnold absent. Motion carried. <br /> <br />12. AUTHORIZE CHAIR TO SIGN LETTER TO MID-AMERICA ACCEPTING <br />CONSOLIDATION OF PPO PROVIDERS: County Clerk Marla Conley stated that <br />because of the recent merger of PPO providers Midwest Select and Midland Choice <br />Hall County will need to accept this merger. Logan made a motion and Lancaster <br />seconded to authorize the chair to sign the letter accepting the merger. Hartman, <br />Humiston, Jeffries, Lancaster, Landis and Logan all voted yes and none voted no with <br />Arnold absent. Motion carried. <br /> <br />2 c CONSIDER & APPROVE SATELLITE AGREEMENT BETWEEN CURL-CURL & <br />FONNER KENO INC: County Attorney Jerry Janulewicz received the application from <br />Curl Curl Inc., as a satellite keno location. Brent Linder and family are majority owner of <br />the business and they have submitted approval from the fire marshal, are ADA <br />accessible and are waiting for the approve from the city building inspector. Mr. Linder is <br />also a principal owner in the Glass Bar. They were determined to have an illegal <br />gambling machine and they were fined for that violation. Janulewicz asked if the board <br />wants to give an unconditional approval to this request. Once the board approves it <br />would have to go to the state gaming commission and they may impose a period of <br />suspension. The county board needs to approve the application before the state can <br />impose the suspension. There has not been an opening date established for the <br />business. Discussion was held. The county board could approve the application and <br />impose a sanction or approve the application and then let the state impose the <br />suspension. Mike Johnson, attorney for Fonner Keno stated that Fonner Keno <br />opposes illegal gambling and if it occurred at a keno outlet the agreement would be <br />terminated. Jeffries made a motion and Landis seconded to approve the keno <br />application for Curl Curl Inc. without a sanction. Hartman, Humiston, Jeffries, <br />Lancaster, Landis and Logan all voted yes and none voted no with Arnold absent. <br />Motion carried. <br /> <br />2d. APPROVE RESOLUTION FOR SATELLITE LOCATION AT THE PREMISES OF <br />CURL-CURL: Jeffries made a motion and Landis seconded to approve Resolution #00- <br />0100 a resolution approve Curl Curl, Inc., doing business as Bonzai Beach ClublThe <br />Wave Pizza Company as a keno sales outlet location. Hartman, Humiston, Jeffries, <br />Lancaster, Landis and Logan all voted yes and none voted no with Arnold absent. <br />Motion carried. <br /> <br />County Attorney Jerry Janulewicz asked if the board wanted to impose a sanction on <br />Balls for the violation to the Nebraska gaming law. Landis made a motion and Logan <br />seconded not to impose a sanction on Balls. The violation to the gaming laws occurred <br />at the Glass Bar and Mr. Linder is a part owner in the Glass Bar. There were no <br />violations at Balls. Jeffries stated that he would abstain from vote because there may be <br />a conflict of interest. Hartman, Humiston, Lancaster, Landis and Logan all voted yes <br />and none voted no with Arnold absent for the vote and Jeffries abstained. Motion <br />carried. <br />
