<br />20000455 <br /> <br />DISCUSS AND TAKE ACTION TO SUPPORT EFFORT FOR NO CHARGE FOR <br />DUMPING OF GRASS, TREES, ETC AT DUMP STATION: Chairman Hartman stated <br />that the county has expierenced problems with garbage being dumped on county road <br />and the public works department has to pick it up. This places a burden on the county <br />and the tax payers. He is requesting that the board consider support eliminating fees <br />for dumping of grass clippings and trees at the dump station. Logan made a motion <br />and Landis seconded to authorize the chair to sign a letter requesting that the fees for <br />dumping grass clippings and trees be eliminated. Arnold, Hartman, Humiston, Jeffries, <br />Lancaster, Landis and Logan all voted yes and none voted no. Motion carried. <br />Chairman Hartman instructed Stacey Ruzicka to E-Mail the City on this matter. <br /> <br />11 APPROVE AND AUTHORIZE THE CHAIR TO SIGN INTERLOCAL COOPERATION <br />AGREEMENT FOR ENHANCED (E-911) EMERGENCY TELEPHONE SERVICE: <br />Lancaster made a motion and Landis seconded to table this matter. Arnold, Hartman, <br />Humiston, Jeffries, Lancaster, Landis and Logan all voted yes and none voted no. <br />Motion carried. <br /> <br />7. DISCUSS AND TAKE ACTION ON PROPOSED POLICY/MISSION STATEMENT <br />AND PROPOSED COUNTY HANDBOOK: Logan stated that the Human Relations <br />Committee has been meeting to address the policy and mission statement for Hall <br />County. This committee was assisted by Rodney Moore who works for the Nebraska <br />Department of Health and Human Services. The committee also has various members <br />from the community. Mr. Moore was present and he congratulated Hall County for <br />addressing this issue and developing this policy. He stated that the population is <br />changing and we need to change the way we do business. Hall County is the only <br />county that has addressed this. Logan thanked Mr. Moore for his help. Logan made a <br />motion and Jeffries seconded to send a thank you letter for this assistance. Arnold, <br />Hartman, Humiston, Jeffries, Lancaster, Landis and Logan all voted yes and none <br />voted no. Motion carried.' <br /> <br />Logan made a motion and Jeffries seconded to adopt the policy/mission statement for <br />Hall County and authorize that this be posted in all of the county buildings. The new <br />proposed handbook will be forwarded to the elected and appointed officials for their <br />review and additions and return it to the county board for final approval. Arnold, <br />Hartman, Humiston, Jeffries, Lancaster, Landis and Logan all voted yes and none <br />voted no. Motion carried. <br /> <br />COMMENCE AUDIT OF MONTHLY CLAIMS AND ACTION ON CLAIM AUDIT: <br />Jeffries questioned if the claims for the service on the computers are forwarded to the <br />department heads for them to sign off and then forwarded to Dave Arnold for his final <br />approval. At this time they are not sent to the department heads. <br /> <br />Logan made a motion and Landis seconded to approve the claims as audited and <br />authorize the County Clerk to pay. Arnold, Hartman, Humiston, Jeffries, Lancaster, <br />Landis and Logan all voted yes and none voted no. Motion carried. <br />
