20000455 DISCUSS AND TAKE ACTION TO SUPPORT EFFORT FOR NO CHARGE FOR DUMPING OF GRASS, TREES, ETC AT DUMP STATION: Chairman Hartman stated that the county has expierenced problems with garbage being dumped on county road and the public works department has to pick it up. This places a burden on the county and the tax payers. He is requesting that the board consider support eliminating fees for dumping of grass clippings and trees at the dump station. Logan made a motion and Landis seconded to authorize the chair to sign a letter requesting that the fees for dumping grass clippings and trees be eliminated. Arnold, Hartman, Humiston, Jeffries, Lancaster, Landis and Logan all voted yes and none voted no. Motion carried. Chairman Hartman instructed Stacey Ruzicka to E-Mail the City on this matter. 11 APPROVE AND AUTHORIZE THE CHAIR TO SIGN INTERLOCAL COOPERATION AGREEMENT FOR ENHANCED (E-911) EMERGENCY TELEPHONE SERVICE: Lancaster made a motion and Landis seconded to table this matter. Arnold, Hartman, Humiston, Jeffries, Lancaster, Landis and Logan all voted yes and none voted no. Motion carried. 7. DISCUSS AND TAKE ACTION ON PROPOSED POLICY/MISSION STATEMENT AND PROPOSED COUNTY HANDBOOK: Logan stated that the Human Relations Committee has been meeting to address the policy and mission statement for Hall County. This committee was assisted by Rodney Moore who works for the Nebraska Department of Health and Human Services. The committee also has various members from the community. Mr. Moore was present and he congratulated Hall County for addressing this issue and developing this policy. He stated that the population is changing and we need to change the way we do business. Hall County is the only county that has addressed this. Logan thanked Mr. Moore for his help. Logan made a motion and Jeffries seconded to send a thank you letter for this assistance. Arnold, Hartman, Humiston, Jeffries, Lancaster, Landis and Logan all voted yes and none voted no. Motion carried.' Logan made a motion and Jeffries seconded to adopt the policy/mission statement for Hall County and authorize that this be posted in all of the county buildings. The new proposed handbook will be forwarded to the elected and appointed officials for their review and additions and return it to the county board for final approval. Arnold, Hartman, Humiston, Jeffries, Lancaster, Landis and Logan all voted yes and none voted no. Motion carried. COMMENCE AUDIT OF MONTHLY CLAIMS AND ACTION ON CLAIM AUDIT: Jeffries questioned if the claims for the service on the computers are forwarded to the department heads for them to sign off and then forwarded to Dave Arnold for his final approval. At this time they are not sent to the department heads. Logan made a motion and Landis seconded to approve the claims as audited and authorize the County Clerk to pay. Arnold, Hartman, Humiston, Jeffries, Lancaster, Landis and Logan all voted yes and none voted no. Motion carried.
