<br />20000447 <br /> <br />Brad Fegley stated that the board members have received a completed copy of the <br />budget but additional information and notes will be added later. The budget will need to <br />be filed with the county clerk and the Stated Auditor's Office by September 20. <br /> <br />Chairman Hartman called for public participation. Louise Miller, 1104 West Charles <br />requested to speak to the county board. She questioned the purpose of the public <br />hearing when the board meets for two months to review the budget and always <br />approves it. She questioned the dollars allocated to Stuhr Museum and the public <br />defenders office. Lancaster responded that the county does no have a lot of wasted in <br />the budgets. The county ahs adequate surroundings and they do not have the highest <br />wages, but the cost of insurance has gone up so they must allow for this. The county <br />spends long man-hours working on the budget. Arnold also stated that the county tries <br />to be responsive to the taxpayers and they do a good job watching the bottom line. <br />Landis stated that the budget is prepared according to the county board's direction. She <br />expressed concern on the Stuhr Museum budget and questioned why the dependent <br />fund, the institutions fund and the veteran's aid fund have gone down when the <br />computer fund remained at $650,000.00 She also questioned the Ag-Society's <br />contribution to Fonner Park for the civic center when the Ag-Society is supported by tax <br />dollars. Jeffries stated the county added an additional 95 million dollars of valuation and <br />expressed concern that the increase in valuation may no continue. <br /> <br />Lancaster made a motion and Jeffries seconded to close the public hearing. Arnold, <br />Hartman, Humiston, Jeffries, Lancaster, Landis and Logan all voted yes and none voted <br />no. Motion carried. <br /> <br />Logan made a motion and Lancaster seconded to approve the county budget as <br />presented and he stated that the County Board has done a good job and service to the <br />citizens of Hall County. Hartman stated that this year each department head was given <br />a dollar amount and they had to work with that amount to complete their budget. <br /> <br />Vote to approve the county budget: Arnold, Hartman, Humiston, Jeffries, Lancaster, <br />Landis and Logan all voted yes and none voted no. Motion carried <br /> <br />11 :00 a.m. Went into a board of corrections meeting. <br /> <br />7.11:15 AM. PUBLIC HEARING FOR MANAGER'S LICENSE FOR FONNER VIEW <br />GOLD RECONSTRUCTION LICENSE: Logan made a motion and Arnold seconded to <br />open the public hearing for the manager's license for Fonner View Golf. Arnold, <br />Hartman, Humiston, Jeffries, Lancaster, Landis and Logan all voted yes and none voted <br />no. Motion carried. <br /> <br />County Clerk Marla Conley stated that this request for the renewal had to be held as a <br />public hearing because it was a reconstruction of the buildings. When this type of <br />change to the buildings is made the fire marshal and the Hall County Sheriff must <br />inspect it. The standard background verification was completed by the Hal County <br />Sheriff and a copy of this is included with the application. Chairman Hartman called for <br />public participation and no one responded. <br /> <br />Logan made a motion and Arnold seconded to close the public hearing. Arnold <br />Hartman, Humiston, Jeffries, Lancaster, Landis and Logan all voted yes and no one <br />voted no. Motion carried. <br />
