<br />F/'I7 <br /> <br />Grand Island Rural Fire District Board. The Grand Island Rural Fire District Board met in <br />St. Libory two weeds ago and the board wanted to do a compete reorganization. Mr. <br />Stueven stated that this action had already been taken and he requested the minutes of <br />the meeting, but he did not receive a copy of the minutes. He stated that he has been <br />working with County Attorney Jerry Janulewicz to obtain a copy of the official minutes. <br />He contracted Rodney Rauert who is the secretary and Darrel Bockman who is the <br />president, and they stated they remembered an election, but there are no official minutes <br />to verify this action. The members of a fire board are elected at the annual meeting. Mr. <br />Stueven questioned if this meeting being held today was advertised and no on could <br />answer, so the meeting was adjourned and rescheduled for August 31, 2000. He <br />requested that some of the board members attended this meeting. The board members <br />told him that the only way the election process could be changed was by the legislature. <br /> <br />6 EXECUTIVE SESSION - PERSONNEL: Jeffries made a motion and Lancaster <br />seconded to go into executive session regarding personnel. Arnold, Hartman, Humiston, <br />Jeffries, Lancaster, Landis, and Logan all voted yes and none voted no. Motion carried. <br /> <br />10:20 a.m. executive session evaluation <br /> <br />The board recessed the executive session until later in the meeting to hold the public <br />hearing. <br /> <br />10:30 A.M. PUBLIC HEARING PROPOSED ADOPTION OF DIGITAL ZONING MAP: <br />Jeffries made a motion and Lancaster seconded to open the public hearing. Arnold, <br />Hartman, Humiston, Jeffries, Lancaster, Landis, and Logan all voted yes and none voted <br />no. Motion carried. <br /> <br />Regional Planning Director, Chad Nabity stated that the regional planning commission <br />held a public hearing August 11 and approved the digital-zoning map. This is the same <br />zoning map that we have on the GIS computer. They are now using the technology to <br />update the map. The resolution has not been prepared but this will be done at a later <br />date. Mr. Nabity stated that he would like to see additional county people added to the <br />GIS committee. Dan Hostler was on the committee but he has retired and they need to <br />have someone take his place. Hartman appointed Bob Humiston to serve on the <br />committee. <br /> <br />10 10:40 a.m. Ron Bishop NRD The board requested that Mr. Bishop talk to the board <br />concerning the dewatering project. The City of Grand Island and the Central Platte <br />Resources District agreed to look a feasability study concerning the high water tables in <br />Northwest Grand Island. The study is nearing completion and should be out by end of <br />the month of August. Olssen & Associates of Grand Island and Lincoln were hired to do <br />the study. They are finalizing the final draft. The board asked how this would be <br />financed and Mr. Bishop stated that the financing of the project would be up to the City <br />of Grand Island. The board questioned if this would affect Hall County Residents and <br />Mr. Bishop stated that the preliminary report indicates that the domestic wells would not <br />be impacted. Jeffries questioned if the lake areas would be affected. Mr. Jeffries stated <br />that when Lake Davis and Kuester's Lake area were annexed and the dewatering wells <br />were installed in the Seedling Mile area, these wells did affect the lakes. Mr. Bishop <br />explained that the dewatering wells will not run all year and they will be small wells. He <br />also explained that the water would be piped to the Platte River. The board members <br />expressed concern on how and where these pipes would be laid and how the project <br />
