<br />n<flj <br /> <br />2e DISCUSS AND APPROVE LETTER TO THE STATE COMMITTEE FOR <br />REORGANIZATION OF SCHOOL DISTRICTS REGARDING SCHOOL DISTRICTS AT <br />CAAP: The fire districts have been established at CAAP and now the school districts <br />need to be set. A draft letter to the State Committee for the Reorganization of School <br />Districts was presented. Landis made a motion and Jeffries seconded to authorize the <br />chair to sign the letter regarding the school districts at CAAP. Arnold, Hartman, <br />Humiston, Jeffries, Lancaster, Landis and Logan all voted yes and none voted no. <br />Motion carried. <br /> <br />13 County Attorney Jerry Janulewicz stated that is will not be necessary to hold a public <br />hearing for the sale of the Southern Public Power Building. Lancaster made a motion <br />and Arnold seconded to rescind the motion to set the public hearing. Arnold, Hartman, <br />Humiston, Jeffries, Lancaster, Landis and Logan all voted yes and none voted no. <br />Motion carried. <br /> <br />4 LARRY PHELAN RENEWAL OF NIRMA INSURANCE: Larry Phelan requested to <br />speak to the County concerning the renewal of the NIRMA Insurance. The contract <br />renewal year is from August 1, 2000 to August 1, 2001. Hall County's contribution level <br />when up from last year from $215,000.00 to $239,000.00. NIRMA's cost went up 15% <br />and the NIRMA board voted to use some of the interest to offset some of the increase. <br />Hall County's work-comp experience mod was on the high side and Jason Clancy has <br />worked with Hall County this last year. Our experience mod was 1.34 and now it is 1.21. <br />Landis stated that Hall County appreciates everything that Jason has done. Larry stated <br />that the mod factor should be even lower next year. Since Jack Mills retired his position <br />as executive director has been replaced Scott Sidwell as executive director of NACO <br />and Craig Nelson as the executive director of NIRMA. NIRMA will now administer the <br />claims processing in-house instead of using GAB. They will retain Heartland Comp for <br />the work-comp claims and will hire their own adjusters later this year. They have also <br />added Gosper County as a NIRMA member. They will add another loss control person <br />later this year. Mr. Phelan thanked Board Assistant Stacey Ruzicka for her work as the <br />NIRMA contract person. The board thanked Mr. Phelan for the information. <br /> <br />10:00 a.m. BID OPENING ANNUAL BOX CULVERTS: Logan made a motion and <br />Humiston seconded to open the bids for the box culverts. Arnold, Hartman, Humiston, <br />Jeffries, Lancaster, Landis and Logan all voted yes and none voted no. Motion carried. <br /> <br />Bids from the following companies were received: <br /> <br />Ace Irrigation and Manufacturing, Kearney, NE bid bond enclosed <br />Metal Culverts, Inc. Jefferson City, MO, bid bond enclosed <br />Midwest Sales & Service, Schuyler, NE bid bond enclosed <br />Wilson Concrete, Grand Island, NE, bid bond enclosed <br />Contech Const. Products, Lincoln, NE Bid bond enclosed <br /> <br />Logan made a motion and Jeffries seconded to refer the bids to the Public Works <br />Committee and Public Works Director Marsha Medbery. The committee will meet and <br />return to the board meeting with a decision. Arnold, Hartman, Humiston, Jeffries, <br />Lancaster, Landis and Logan all voted yes and none voted no. Motion carried. <br /> <br />PUBLIC PARTICIPATION - Chairman Hartman called for public participation and Randy <br />Stueven requested to speak. Mr. Stueven stated that he is the Vice-President of the <br />
