Arnold, Eriksen, Hartman, Humiston, Jeffries, Lancaster and Logan all voted <br />yes and none voted no. Motion carried. <br /> <br />15 JAN PELLAND COUNTY ASSESSOR REQUEST FOR FUNDING FOR APPRAISAL <br />PROJECTS - This request was referred to committee from the December 11, 2001 <br />meeting for review and recommendation. Lancaster stated that the committee met and <br />they recommend to release funding for projects 2, 3, 8, and 9 with a total cost of <br />$39,345.00. Discussion was held on projects 8 and 9. Pelland stated if projects 8 and 9 <br />are done it would be more economical to also do project 7 at the same time. Lancaster <br />expressed her concern on the comparable sales that were used on the property that was <br />purchased from CAAP. Pelland stated that she has to use like sales and cannot use just <br />one sale or this would be sale chasing. The vote was taken on the motion to release <br />funds. Arnold, Eriksen, Hartman, Humiston, Jeffries and Lancaster all voted yes and <br />Logan voted no. Motion carried. <br /> <br />7.10:30 A.M. PUBLIC HEARING ON E-911 SURCHARGE - Jeffries made a motion and <br />Lancaster seconded it to open the public hearing for the E-911 Surcharge increase. <br />Arnold, Eriksen, Hartman, Humiston, Jeffries, Lancaster and Logan all voted yes and <br />none voted no. Motion carried. <br /> <br />Emergency Management Director Howard Maxon was present to provide information <br />and answer questions concerning the request to increase the surcharge from fifty cents <br />to one dollar. This increase will be used for the Hall County public safety agencies to <br />maintain the new enhanced E-911 technology. He stated that this matter was brought to <br />the county board on July 3rd and it was tabled. All of the other agencies had approved it <br />at that time. By state statute it is necessary to hold the public hearing and approve the <br />resolution to increase the surcharge. The surcharge is collected by the phone <br />companies. <br /> <br />Chief of Police Kyle Hetrick was present to support the increase of the surcharge. He <br />said the funds would be used for the maintenance for the mobile data computers. <br /> <br />Mr. Maxon added that the legislation for the surcharge on wireless communications has <br />been introduced and some of those fees will come back to the communities. <br /> <br />Sheriff Jerry Watson spoke in support if the surcharge increase. The new technology <br />will be much cheaper than having to hire more people. These funds will support and <br />maintain the system. The surcharge does not just come from Hall County it includes the <br />communities of Cairo, Aida, Doniphan and Wood River. It also affects Howard, Merrick <br />and Hamilton counties. It is estimated that the increase will generate $140,000.00 <br />annually. <br /> <br />Will Bennett also spoke in support of the project. These funds will help support the E- <br />911 project. Logan expressed concern on the fact that the computer budget does not go <br />down and the additional costs involved on the annual replacement of the computer <br />equipment. These costs are paid by taxpayers. Bennett stated that since the City <br />comes on board there are more people on the network and the more users that are on it <br />should reduce the cost. Arnold stated that this may not be a money saving project. they <br />will be spending more money to provide a better service and make a safer community. <br />Bennett stated that a time study showed that it would enable the patrol to be back on the <br /> <br />4 <br />
