<br />Hall County needs maximum and minimum-security beds Mr. Bishop stated that a <br />corrections department can operate a hard facility soft but a soft facility cannot be <br />operated hard. It is important to balance the minimum and maximum beds. The board <br />asked if there were any juvenile beds built into this jail. Mr. Bishop stated they did not <br />include any juvenile beds. They used this survey to determine the square footage <br />needed in Hall County, but depending on the number of juveniles they may be able to <br />accommodate some. Discussion was held and Mr. Bishop will be provided with a copy <br />of the juvenile needs assessment and review this information. He stated juveniles must <br />be out of site and sound of adult inmates and they are a big responsibility. Arnold <br />expressed concern on the transportation costs of juveniles and would like to have this <br />considered. Hartman stated he felt the jail facility and the bond issue should be <br />addressed first and then consider the juvenile situation. Hall County does have the staff <br />secure facility. <br /> <br />r:Ot263 <br /> <br />Mr. Bishop provided handouts to the board members on the proposed facility analysis of <br />the downtown and out of town locations. He stated the best facility for Hall County is the <br />303 secure beds with 90 secure bed expansion in an out of downtown location. The <br />total cost to finance would be $21,050.000.00. This cost does not include money for <br />acquisition of the land. He also reviewed the revenue that could be generated for the <br />extra beds that would be available. The county could contract with the INS or the <br />Federal Marshall Service for beds. They are constantly competing for beds. INS can't <br />find a safe place to house inmates. The board asked if the facility could house women <br />and Mr. Bishop stated that the women inmates could be housed because the new facility <br />will have the flexibility to move them around. <br /> <br />Supervisor Logan introduced Steve Lamken from the Nebraska Law Enforcement <br />Training Center. Mr. Lamken stressed the importance of keeping the City Police <br />Department and the County Sheriffs Department together. He stated from his <br />experience, if the City and County Law Enforcement agencies are separated, they do <br />not operate efficiently. It is not necessary for the jail facility to be where the other law <br />enforcement agencies are located, but this decision is up to the city and county. <br /> <br />Mr. Bishop reviewed the costs of a downtown facility with 100 INS inmates versus the <br />cost of an out of downtown facility with 100 INS beds. The revenue would be the same <br />but the cost to operate would be higher. The out of downtown location would be the best <br />option. If the county could build next to the courthouse is would save transportation <br />costs but this could be addressed in another way. The corrections department now has <br />two people dedicated to transportation of inmates and if the facility was not downtown <br />they would need two more to assist with transporting inmates. Also video arraignment <br />may be factor in the future to cut down transportation cost. Eriksen stated he would like <br />to have the juveniles addressed and expressed concern that if the county was tied to the <br />downtown area we don't have the capability to expand. Logan stated that he would like <br />information on the companies that do privatization of jails and have them talk to the <br />county board. <br /> <br />Logan questioned Mr. Bishop if the cost of the survey has been submitted for payment. <br />Mr. Bishop stated he did not know about the costs but he would talk to RDG concerning <br />this. <br />
