<br />r <br />~01166 <br /> <br />PUBLIC PARTICIPATION - Louise Miller, 1104 West Charles questioned how it could <br />be public health. She questioned that maybe everyone does not want to participate in <br />the services from the health department. <br /> <br />Lancaster thanked the health department for coming and told them to check with Stacey <br />for the dates to set up the display. County Clerk Marla Conley read the proclamation for <br />Public Health Month and for Child Abuse Prevention Month. <br /> <br />10 HOWARD MAXON DISCUSS AND APPROVE BID OPENING FOR 911 CENTER <br />LOGGING RECORDER: Emergency Management Director Howard Maxon stated that <br />the 911 Center logging recorder was purchased in 1991 and they are starting to have <br />problems with it. With an aggressive maintenance program they have been able to <br />stretch the life of the machine, but it needs to be replaced. The recorder is about the <br />size of pop machine and it records all of the 911 calls that are received. He stated that <br />they had to review tapes twelve times in September and spent eight hours in criminal <br />court supporting the taping process. The cost of the tape reels is $125.00 each. Howard <br />stated that they keep the tapes for 90 days and sometimes when a tape is held for <br />evidence they have to purchase more tapes. Technology has changed and they are <br />now using DVD recorders that record on compact disks. Arnold stated that the new <br />DVD compact disks will allow the information to be put into a computer. The cost will be <br />about $50,000.00 and this could be funded from the 910 fund. Eriksen question the life <br />of the new recorders and why they keep the tape reels for 90 days. Howard stated the <br />new recorders will last about ten years and there is no state statute that governs how <br />long they keep the tapes but with experience and common sense, he established this <br />policy. Logan made a motion and Arnold seconded to set the bid opening for April 24 at <br />10:00 a.m. Arnold, Eriksen, Hartman, Humiston, Jeffries, Lancaster and Logan all voted <br />yes and none voted no. Motion carried. <br /> <br />8 ACCEPT AND PLACE ON FILE INMATE POPULATION PROJECTIONS AND <br />FACILITY PROGRAM: Logan stated that the facilities study with RDG is nearing <br />completion and the jail study, that Durant was conducting, has been completed. Now, it <br />is important, that the long-range planning committee gets the information to the public <br />and gathers input from the constituents. Then, in the near future, the county will take its <br />recommendation to the consultant and the long-range planning committee. Law <br />enforcement will be meeting to discuss this and they will meet with all the department <br />heads to go over their needs. Lancaster stated this information must be taken to the <br />public to know how to proceed. Discussion was held on establishing an easy way for the <br />public to contact the supervisors concerning this matter. Arnold suggested setting up a <br />hotline or using voice mail or e-mail and running an ad in the paper informing the public <br />of the ways to contact the supervisors. Lancaster suggested referring this to the <br />computer committee for suggestions on how the public can contact the county. Hartman <br />stated he will hold meetings in every town to get information to people and he will <br />support what they want to do. Eriksen stated that this is a critical issue that needs to be <br />addressed and the county needs public input. Logan made a motion and Jeffries <br />seconded to accept and place on file the report and request that the computer <br />committee to come back with different options. Hartman expressed concern on just <br />receiving phone calls and he encouraged the board members to take an active part in <br />this process. Arnold, Eriksen, Hartman, Humiston, Jeffries, Lancaster and Logan all <br />voted yes and none voted no. Motion carried. <br />
