<br />Y:01136 <br /> <br />the west side of section line road owned by Steve Clark. If Steve Clark wants the fence <br />on the east side of the section moved by the County, he will have 1 year from this date <br />to decide. <br /> <br />Arnold questioned why this project was not included in the 1 &6 Road Program for this <br />year. Jim Eriksen thanked Jerry Janulewicz for his work questioned the last sentence <br />about moving the fence at the county's expense. Hartman stated that the committee <br />agreed to move the fence to satisfy the property owner. Steve Clark was present and he <br />stated he had not talked to anyone concerning the information that was in the committee <br />recommendation. He questioned if the county has the land dedication petitions for the <br />property. He wanted to know if he would be donating the land to the county. He <br />questioned if it was mandatory for a school route when it is a dead end road. The land is <br />torn up now because it has been used to access the property. He stated he only met <br />with Hartman and Jeffries once and expressed his concern that the condition of the road <br />will only get worse as spring comes. He also wanted to know why they did not look at <br />building the road from the south. Jerry Janulewicz researched the territorial statutes and <br />under Section 24-77 it allowed the road to be dedicated to the state free of charge and <br />Hall County took advantage of that when they adopted the Road Act in 1873. Logan <br />questioned if the county would need to hold a public hearing to address all of the <br />landowners. Janulewicz stated that he spoke to the Board of Classifications and <br />Standards and the road cannot be left as a minimum maintenance road it must be <br />classified as a local road and if it is rebuilt it would have to be brought up to standards. <br />The current road is not on the section line and it is only 51 feet wide and a county road <br />must be 66 feet. Logan made a motion and Lancaster seconded to table this matter for <br />more discussion and more information. Arnold, Eriksen, Hartman, Humiston, Jeffries, <br />Lancaster and Logan all voted yes and none voted no. Motion carried. <br /> <br />7 DISCUSS AND APPROVE RESOLUTION NAMING GRAND ISLAND HALL COUNTY <br />GROUND WATER CAPITAL OF THE WORLD: This resolution was presented to Hall <br />County for their approval the city will also approve a similar resolution Logan made a <br />motion and Eriksen seconded to approve the Resolution #01-0020 for the groundwater <br />capital of the world. Arnold, Eriksen, Hartman, Humiston, Jeffries, Lancaster and Logan <br />all voted yes and none voted no. Motion carried. <br /> <br />RESOLUTION #01- .~ ttJ D <br /> <br />A RESOLUTION SUPPORTING THE DESIGNATION OF THE CITY OF GRAND <br />ISLAND AS THE <br />"THE GROUNDWATER CAPITAL OF THE WORLD." <br /> <br />WHEREAS, Grand Island was originally located on a large island, Le <br />Grande Isle, which was formed by the middle and south channels of the Platte River; and <br /> <br />WHEREAS, Hall County and the City of Grand Island are underlain by an <br />excellent aquifer of high quality groundwater; and <br /> <br />WHEREAS, the groundwater supply has been developed to supply not <br />only all the domestic, municipal, and industrial uses in the county, but has been <br />extensively developed for irrigation; and <br />
