<br />(01-135 <br /> <br />County Attorney Jerry Janulewicz was present but he did not have any specific items on <br />the agenda. <br /> <br />PUBLIC PARTICIPATION: Louise Miller, 1104 West Charles Street distributed a booklet <br />to the county board members. She stated she wanted the board members to know what <br />shape America is in. She expressed her concern on government debt. The government <br />needs to cut spending. She questioned the purchase of the Beltzer Building and moving <br />the Health and Human Services department. She said government grows but the <br />population does not grow. <br /> <br />4 JAN PELLAND COUNTY ASSESSOR REGARDING LB271: Jan Pelland County <br />Assessor wanted to update the county board on LB271. Three years ago LB 271 was <br />introduced at the 1999 legislative session. The purpose of this bill was to get <br />government property that is not used by a governmental agency back on the tax rolls. <br />By January 31 a report is submitted to the county assessor on property that is leased <br />and is not being used for a public purpose. Pelland stated in February she sent a cover <br />letter explaining the bill and when the lease information came in, she sent a letter of <br />intent to tax. She only sent letters on property that was reported to her and if party feels <br />it is not taxable property they can protest to the County Board. Then the county board <br />makes a ruling on it. She has picked up 80 parcels of taxable property. These include <br />property owned by the state and its subdivisions, the county, city, Stuhr Museum, the <br />City of Doniphan, and the city school district, the State Department of Education and <br />property at the airport. Lancaster questioned what property was owned by county that <br />will be taxed. County Attorney Jerry Janulewicz stated that the property was acquired by <br />a tax sale and a piece of property that was acquired through the South Locust Street <br />Project that couldn't be sold because it was acquired with federal funds. They will have <br />to work through the regulations to sell this piece of property. The board thanked Jan for <br />the information. <br /> <br />5b DISCUSSION ON BUILDING LOCATED IN COUNTY ROAD RIGHT OF WAY AT <br />CAAP: The public works committee met and submitted the following recommendation: <br /> <br />PUBLIC WORKS COMMITTEE REPORT <br />The Hall County Public Works committee recommends that a 50' guard rail, with end <br />section be installed 10' to the east of the building to start at the south end of the building <br />running north, along Aida Road. Also a 3 button, OM2 sign be placed at both ends of <br />the guardrail. The cost of this will be paid for and installed by the owner of the building <br />as soon as possible. <br /> <br />Lancaster made a motion and Jeffries seconded to accept and approve the committee <br />recommendation to construct the guardrail. Arnold, Eriksen, Hartman, Humiston, <br />Jeffries, Lancaster and Logan all voted yes and none voted no. Motion carried. <br /> <br />5b COMMITTEE RECOMMENDATION UPGRADING TOWNSHIP ROAD TO COUNTY <br />ROAD AT 110TH & LOUP RIVER ROAD: The following committee recommendation was <br />read: <br /> <br />PUBLIC WORKS COMMITTEE RECOMMENDATION <br />The Public works committee recommends 110th Road (between Section 3 & 4, Township <br />12 North, Range 11 West) be graded to local standards on Section Line. The County <br />will either move or pay to move the fence, at the State of Nebraska approved rates, on <br />
