<br />(20020451. <br /> <br />2c DISCUSSION AND ACTION ON OPTION TO PURCHASE ADDITIONAL <br />PROPERTY FROM LUZENAC - Jerry stated that when the county purchased the <br />Luzenac property there was an option to buy a small strip of land in the southeast corner <br />of the property to make an additional exist for the land. This option will expire at the end <br />of the month and he wanted to bring forward. This would make the property more <br />valuable because of the additional exit. The County would need to negotiate with the <br />City on the access to the road. Arnold stated that even though the plan has changed <br />regarding moving the police and sheriff to this location the purchase of this additional <br />land for the exit would make the land move valuable. Jeffries made a motion and Logan <br />seconded to approve the purchase of the land. Jerry requested that they also approve <br />the claim and authorize the check to be issued. Jeffries amended his motion and Logan <br />seconded to approve the claim and authorize payment. Arnold, Eriksen, Hartman, <br />Humiston, Jeffries, Lancaster and Logan all voted yes and none voted no. Motion <br />carried. <br /> <br />Five-minute break <br /> <br />6. GARY HEDMAN UPDATE ON NPPD - Gary Hedman with Southern Public Power <br />District was present to update the board on the property purchased at CMP. Mr. <br />Hedman serves on the power resource advisory committee and over the past two years <br />they have developed the plans for the future power needs. The gas-fired plant in <br />Beatrice is to be completed in 2005 and within that plan was the need for the next base <br />load plant. The base load plants are ran all of the time. This month Northern Public <br />Power District has made a major decision with the Cooper Plant. The plant will be on a <br />performance basis and if it runs satisfactorily they will continue to use it, if not it will be <br />shut down. The long-range plan calls for an another plant and it takes five years to <br />complete a plant. The have evaluated several different sites and the Cornhusker Army <br />Ammunition plant ranks far above the other. They are working with DTE on the rail line <br />issues and when this is completed they will come back to the County Board for them to <br />review. The funding to start the process for a new plant is in the 2002-2003 budget. Mr. <br />Hedman feels that the CMP site will be approved. The environmental assessment will <br />need to be done and the construction will take five years. <br />Jeffries - He questioned why NPPD had partnered with the Omaha Power District for <br />power but Mr. Hedman stated that this was a temporary agreement. <br />Hartman - He expressed concern that the county board should have put a time frame on <br />some of the projects. Mr. Hedman stated that from his experience power plant locations <br />are difficult to find and he fees that CMP is an excellent site. <br />Logan - He requested that the board receive another update from NPPD in September <br />and October. Mr. Hedman stated that they are still working on the negotiations with the <br />Army Corp of Engineers. Logan questioned if the county board could encourage the <br />negotiations. Lancaster stated that a letter had been sent to the Corp concerning this. <br />The board thanked Mr. Hedman for his information. <br /> <br />4 DISCUSS AND TAKE ACTION ON RESOLUTION WITH RESPECT TO A JOINT <br />RECREATIONAL PROJECT RELATING TO AN OPERATING TRAIN AT STUHR <br />MUSEUM - County Attorney Jerry Janulewicz provided the board members with a copy <br />of the revised resolution. The board met late yesterday afternoon ad completed the <br />documents. This resolution and letter of intent will start the process to proceed with the <br />bond issue. The total amount of the bond issue has gone up from $3.9 million to $4.9 <br />million because the additional dollars that would have been in the levy request were <br /> <br />3 <br />
