<br />F' 03689 <br /> <br />19 DISCUSS AND TAKE ACTION ON CONTRACT FOR PRE-DESIGN PHASE OF <br />COUNTY JAIL PROJECT - Discussion on this contract was held in executive session. <br />Eriksen made a motion and Rye seconded to approve the contract with DLR Group for <br />the pre-design services for the county jail project and authorize the chair to sign. <br /> <br />Arnold explained that a meeting was held on Friday October 31 and the Long-Range <br />Planning Committee reviewed three proposals but he was not present at the meeting. <br /> <br />Eriksen stated that the long-range planning committee reviewed the proposals from <br />three firms: Hanscomb, Faithful and Gould, Carlson West Provondra and DLR Group. <br />There were some differences on the services that the firms offered and after the <br />committee reviewed them, they recommend going with DLR Group for the pre-design <br />phase for the jail. The cost of the contract with DLR will be $25,000.00. The long-range <br />planning committee and other people will assist with the pre-design phase. Eriksen <br />explained that the proposed time-line for the pre-design will take about two to three <br />months. They will pursue information concerning the financing whether it is private <br />financing or a bond issue, the number of beds, proposed floor plan and an artist's sketch <br />will also be part of the pre-design phase. Eriksen explained that DLR Group is the third <br />largest firm in the nation that assists with jail facilities and they are based out of Omaha, <br />Nebraska. All three of the firms had contacted the County Board concerning this project. <br /> <br />Arnold pointed out that this is a professional service and it is not necessary to take <br />formal bids. Lancaster stated that the proposal from DLR Group is a good value for Hall <br />County. <br /> <br />The vote was taken on the motion to approve the contract with DLR Group for the pre- <br />design phase of the jail project was taken. Arnold, Eriksen, Humiston, Jeffries, Lancaster <br />and Rye all voted yes and none voted no with Hartman absent. Motion carried. <br /> <br />6.2:15 P.M. BID OPENING FOR HAVC MAINTENANCE AGREEMENT FOR COUNTY <br />ATTORNEY BUILDING - Discussion was held on a bid that was received on Tuesday <br />morning. According to the bid specifications the bids were to be received by 5:00 p.m. <br />on November 4th. The board agreed to not to accept the bid that was received after the <br />Monday deadline.
