Bredthauer, Hurst, <br /> Lancaster, Peterson, Quandt, Richardson and Sorensen all voted yes, and no one voted <br /> no. Motion carried. <br /> 8.10:00 A.M. PUBLIC HEARING HALL COUNTY RURAL TRANSIT(IF NO BIDS ARE <br /> RECEIVED) This item can be pulled it is not necessary to hold a public hearing because the <br /> county did receive a bid for the transit service. <br /> 9.PRESENTATION BY GRAND ISLAND AREA ECONOMIC DEVELOPMENT CORP <br /> UPDATE ON HORNADY CDBG GRANT MARY BERLIE — Mary Berlie Presidetn of the <br /> GIAEDC reviewed the flow chart of the process for the Hornady grant. This request was <br /> outside of the city limits so that is why it is at the county level. The county is eligible for <br /> the block grant and in 2025 this was approved. Hornady was approved and they are to <br /> add 29 full-time employees and fund $2 million dollars in construction, and then they <br /> can apply for the $1 million CDBG grant reimbursement. They have submitted the <br /> request for the reimbursement to South Central. County approves and that claim and it <br /> is sent to South Central once the check has cleared the draw down is sent to the state <br /> for the funds. <br /> The first step is to approve the claim for the $$1,265.00 to South Central Economic <br /> Development District. They have the Non-profit Development Organization designation <br /> and that is a revolving loan fund. They are one of ten in the State of Nebraska, and <br /> they will serve as a pass-through organization for the funds. There are 2 loan <br /> documents they will create for Hornady, one is for a $500,000 forgivable grant and the <br /> second one is a $500,000 repayable loan back to NDO, that will create a small business <br /> revolving loan fund and they will be able to continue. <br /> The board approved the following documents. <br /> 10.DISCUSSION & POSSIBLE ACTION TO APPROVE &AUTHORIZE CHAIR TO <br /> SIGN NONPROFIT DEVELOPMENT ORGANIZATION (NDO)AGREEMENT WITH <br /> HALL COUNTY & GRAND ISLAND AREA ECONOMIC DEVELOPMENT CORP <br /> REGARDING THE HORNADY CDBG GRANT - Sorensen made a motion and Quandt <br /> seconded to authorize the chair to sign the NDO agreement with Grand Island Area <br /> Economic Development Corporation. Bredthauer, Hurst, Lancaster, Peterson, Quandt, <br /> Richardson and Sorensen all voted yes, and no one voted no. Motion carried. <br /> 11.DISCUSSION &ACTION TO APPROVE AND PAY CLAIM TO SOUTH CENTRAL <br /> ECONOMIC DEVELOPMENT DISTRICT INC. FOR $1,265.00 REGARDING <br /> HORNADY CDBG GRANT - Sorensen made a motion and Quandt seconded to <br /> approve and pay the claim to South Central Economic District for $1,265.00 regarding <br /> 5 <br />
