Shuda reviews the contracts every year and he requests a cola increase they are from <br /> 1996. He gave statistics. <br /> He noted the board gets copies of the veterans committee minutes. <br /> Bredthauer ask Don why the other counties are upset and notshe is not aware of <br /> minutes. He did not address her question. <br /> Brian Rapp said the other counties are upset that the money is in Hall County and do <br /> not understand why. They do not trust the officials they trust the veterans committee to <br /> take care of veterans. <br /> Quandt stated the extra dollars are just being used to pay Don's salary. <br /> Quandt stated the veterans will be served. <br /> Richardson suggested to have the veterans committee follow the county purchasing act <br /> Chair Peterson called for the vote. If the first motion does not pass the second agenda <br /> item will not be addressed. <br /> The vote on the motion to rescind the motion from September 12, 2023 was taken. <br /> Hurst and Quandt voted yes. Bredthauer, Lancaster, Peterson, Richardson and <br /> Sorensen all voted no. Motion failed. <br /> The control of the veterans' costs will remain with the veterans committee. <br /> 8. DISCUSSION & POSSIBE ACTION CONCERNING PARK REVENUE <br /> PURCHASING GUIDELINES - Jane wanted to clarify the park revenue purchasing. <br /> The county has a purchasing policy that is used. They agreed that anything over$500 <br /> will come to the board for approval. Discussion was held and ask County Attorney <br /> Marty Klein to address the issue and Marty stated that this is not salaries it is just <br /> purchasing and they would follow the policy. <br /> Bredthauer expressed concern that if these dollars are set aside and do not go to the <br /> general fund, would the county at some time have to use tax dollars to make up the <br /> difference. She also ask if it could be rolled over to the equipment reserve fund. <br /> Discussion was held and it is only half of the revenue and it would not be rolled over it <br /> would end at the end of the year. <br /> Lancaster said they are just making a line item for Doone the revenue is steady it just <br /> gives them the ability to make purchases, allows for a large purchase. They will go <br /> through Doone and he will let the board know how the dollar's are spent. The board <br /> will approve the claim. <br /> Richarson said these could be bigger purchases. <br /> 5 <br />
