5. PUBLIC WORKS UPDATE — Don Robb reported that they are doing the contract <br /> work on Schaupsville Road and will be starting on 90th and Stolley Park Road. They <br /> cleaned and painted the shop, and it took 11 5-gallon buckets of paint. They are <br /> starting to patch some roads. He said they are laying asphalt on three of the <br /> subdivisions and have 3 more to do. <br /> 6.FACILITIES UPDATE — Loren Humphrey reported that the work on the county <br /> attorney building insulation has been completed. There was one pipe that had a pin <br /> hole in it that they had to repair and remove some insulation. He said there is also a <br /> pipe in the County Treasurer's motor vehicle department that must be repaired. He also <br /> said that the IT department had a temperature and humidity sensor that they are using <br /> in the county attorney building to monitor the humidity. The information is reported to <br /> the computer and if changes need to be made it will be reported to Loren and Janet to <br /> address. <br /> He reported that with the recent rain it flooded the tunnel at the old Courthouse. Chief <br /> took care of cleaning up the water and finding out where it is coming in. He also noted <br /> that there was a lot of vibration from the construction work and there some cracked <br /> walls and some downspout damage but they will replace those. The construction is <br /> going well and there will be punch list to go over before the walls are closed in. Some <br /> of the windows have glass is in and they made the final pour on the roof and will be <br /> installing the roof membrane. Diamond is planning to start work on the ADA ramp and <br /> he informed the employees that they will have to use the Sycamore side door. It will <br /> take about 3 weeks. <br /> 13.DISCUSSION & POSSIBLE ACTION ON HALL COUNTY RURAL TRANSIT— Bob <br /> McFarland provided the following options for the county transit system. <br /> • Option #1 continues services with the County incurring additional expenses at <br /> $75,000 to $85,000 over the local match of$31,275 <br /> • Option #2 Reduce services by eliminating bus service on Fridays, renegotiating <br /> contract with current provider the savings per year $53,000 <br /> • Option #3 Terminate existing contract and rebid the service <br /> • Option #4 end bus service 12/31/2026 and begin shutdown, dispose of buses <br /> and submit final reports to NDOT for reimbursement this option would stay in the <br /> NDOT proposed budget <br /> • Option #5 Cancel existing contract and make the service a county run entity no <br /> estimate on cost to do this <br /> • All options except 1 and 5 would require a public hearing <br /> He also provided information regarding the total cost per ride of$147.35 and noted that <br /> the administration fees are over a third of the cost. <br /> 4 <br />
