9:05 a.m. Held a Board of Equalization meeting.
9:08 a.m. adjourned the board of Equalization meeting.
PUBLIC PARTICIPATION — Chair Peterson called for public participation and Greg
Cramer requested to address the Wood River annexation issue.
4. COUNTY ATTORNEY -DISCUSSION REGARDING WOOD RIVER ANNEXATION
TAXES — County Attorney Marty Klein said he wanted to update the board and the
public regarding this issue. He did a lot of research and feels it is important to get an
attorney general's opinion. He submitted it to the Attorney General and they have
accepted it, but he does not have an update from them. He has also contacted the
Department of Revenue, and their attorneys are also looking at it.
Quandt ask if this has happened before and Marty said he had not found where there
has been an issue like this. They usually look for cases that have been appealed, but
has not found any information where an issue like this has been appealed.
An Attorney General opinion will give a path to use or if there is no path the board may
have to make a decision. He does not know what they will come back with or when
they will reply but expects that something will come back to us.
Mayor Cramer thanked the board for pursuing this and thanked Marty for his diligence.
10.BUILDING INSPECTOR - DISCUSSION & POSSIBLE ACTION TO APPROVE
INTERLOCALAGREEMENTS FOR BUILDING INSPECTION SERVICES FOR THE
CITY OF WOOD RIVER, AND VILLAGES OF ALDA, CAIRO AND DONIPHAN — Ryan
Grubbs Building Inspector distributed copies of the agreements. He stated that they are
the same from 2 years ago. He stated he considered using a flat fee and ask the
communities if they would consider that and they did not want to change the current
agreements.
Quandt ask how it is working out and Ryan said there have been no issues.
Lancaster said they worked with all the villages to come to this agreement and she
appreciates the job that Ryan does.
Mayor Cramer noted that with the flood in Wood River and the explosion they
appreciated that Ryan did the inspections to address the issues.
Richardson made a motion and Lancaster seconded to approve the interlocal
agreements for building inspection services for the City of Wood River and villages of
Alda, Cairo and Doniphan Bredthauer, Hurst, Lancaster, Peterson, Quand, Richardson
and Sorensen all voted yes and no one voted no. Motion carried.
3
