I'm Rob Schultz, Hall County Weed Superintendent. I have <br /> been the Superintendent here for almost 28 years. I am just going to give <br /> you a little bit of history of the Nebraska Weed Control Association, the <br /> Nebraska Dept. of Agriculture, the Hall County Weed Control Office, and <br /> how weed boards came into effect. <br /> The Nebraska Weed Control Association(NWCA) has been active since its <br /> organization on June 30, 1959. At the time the NWCA was organized, there <br /> were only weed districts in the state. These districts were originally <br /> organized only in those counties that desired to have a weed control district. <br /> Here in Hall County, as far as I can find, we did have a weed district and <br /> board in the 1940's. Roy Hoffrichter was the manager at that time and <br /> Arthur Stoppkotte was the President of the Hall County Noxious Weed <br /> District. After considerable hard work, the NWCA was formed into an <br /> organization to work toward a definite goal. The intent was to work toward <br /> a law that would make weed control compulsory in every county in the state <br /> as well as to promote the profession and professionalism of the weed <br /> superintendent. <br /> In late 1965, the weed law as we now know, was voted into being by the <br /> legislature and became active on January 1, 1966. Hall County officially <br /> started the Weed Board and Noxious Weed Fund in 1966. Bob Humiston <br /> Sr. was the Superintendent at that time and he continued until 1986. Bob <br /> Schwartzkopf took over then as Superintendent and was a huge asset in <br /> keeping the Nebraska Department of Agriculture with a noxious weed <br /> program in 1989. Over the years, a number of changes and amendments <br /> have been made to the Noxious Weed Control Act. <br />
