Testimony in Support of Hall County Weed Control Authority Board
Good morning,
My name is Chad Gideon, I am on the Hall County Weed Control Authority Board and a
landowner south of the Wood River I-80 exit. I am here today to express my support for
maintaining the Hall County Weed Control Authority Board.
Local weed control programs are a critical part of protecting Nebraska's agricultural economy,
natural resources, and infrastructure. Noxious and invasive weeds such as musk thistle, leafy
spurge, and phragmites do not recognize property lines or political boundaries. Without
coordinated, locally driven management, these species can quickly spread, reducing forage
production, degrading wildlife habitat, increasing flood potential and increasing costs for
landowners and taxpayers.
Local weed control authority boards are uniquely positioned to address these challenges. They
understand the specific conditions, land use practices, and problem areas within their counties.
This local knowledge allows for targeted, efficient, and cost-effective management strategies that
a centralized system simply cannot replicate.
Equally important, these boards emphasize education and cooperation. The vast majority of weed
control success in Nebraska comes from working with landowners—not against them. Local
programs provide outreach through field visits, workshops, and public information efforts that
help landowners understand both their responsibilities and the long-term benefits of proactive
weed management.
In cases where voluntary compliance is not achieved, local weed authorities also provide a
necessary enforcement mechanism under the Nebraska Noxious Weed Act. This ensures that a
small number of unmanaged properties do not undermine the efforts of responsible landowners
and lead to broader infestations.
In short, local weed control authority boards:
• Protect agricultural productivity
• Preserve rangeland and wildlife habitat
• Provide education and technical assistance to landowners
• Ensure fair and consistent enforcement when needed
• Deliver cost-effective, locally tailored solutions
For these reasons, I respectfully urge you to support the continued operation and authority of the
Hall County Weed Control Authority board.
Thank you for your time and consideration.
