the county does not have this done we could face being out of compliance with jail
standards. There has to be a victim notification program in place.
Lancaster stated this is a requirement they are talking about serious crimes and people
have to be notified. The state is not doing their share they are just dumping it on the
County. The County uses Spillman and it is integrated in Hall County.
Doug noted that if this is out of service there is no notification in the State of Nebraska
and this is not a good situation. This is just the county's small piece of the notification.
Peterson suggested to let the senators know this is an unfunded mandate. They talked
to the head of the crime commission and the funds run out in January but they could
see if there are any other funds.
Lancaster said the governor needs to know what is going on it is on the state that the
victims are not being notified this is serious
Bredthauer ask if this would fix the problem. Quinn said they have started it but have
only tested it 2 times and it is not working yet. His concern that if it is not in place them
will be out of compliance with Jail Standards they have to have something in place.
Lancaster suggested moving forward with the interface and then fight with the state for
reimbursement.
Lancaster made a motion and Bredthauer seconded to move forward with the purchase
of the victim notification interface.
Richardson ask if there is a drop dead date to have this in place. Mr. Webb stated that
January would be the next deadline because of jail standards. He said he has
contacted the head of jail standards regarding this issue.
The vote on the motion was taken. Bredthauer, Hurst, Lancaster, Quandt, Peterson
and Richardson all voted yes and no one voted no. Sorensen was not present. Motion
carried.
Doug Drudik said this is not in his budget and ask where this should be paid. There are
funds for the Spillman servers but this is not a project that would be supported by the
interlocal group.
Lancaster said they could use miscellaneous general they will need the servers
discussion was held if they could use the ARPA funds. If they could be some
reimbursements it should stay in the general fund.
8.
