Don reported on the bipartisan infrastructure law and I is a nightmare. This is a federal <br /> government program for upgrades to the infrastructure. The projects have to be $3.2 <br /> million dollars and it is an 80%120% split and the State of Nebraska is not involved. He <br /> has talked to Olsson & Associates and to Spiehs Lewis asking for information and they <br /> are still looking at it. His concern is that you would have to have environment studies <br /> for each project and would have to comply with all of the NEPA requirements. This is <br /> more detail and more money. He would like to come back with more information with <br /> the hope and the engineering firms will have more information. The eligible bridges <br /> have to be in poor condition and we do have some but some just nee rehabbed and he <br /> is not sure they can come up with that much. They could join with another county and <br /> put multiple projects together. He will get more information. <br /> Lancaster noted the sometime federal project cost more it is good to look at this and <br /> may have more information after the first round. Don said $1 million we could qualify <br /> but $3.2 may not be able the environment studies cost a lot of money <br /> He provided copes of the 1 & 6 road program if the board wants to look in advance. <br /> He also took some pictures for the board of bridges that need repairs. In order to fix <br /> some of the bridges you would have to shut down traffic to do the repairs and that could <br /> take a week to complete. <br /> He took a couple pictures on Giltner spur that need fixed. <br /> Don also reported that he talked to VanKirk regarding Project C40 (340) and VanKirk is <br /> planning to start the fist of September on that project. <br /> Quandt said that the price of steel is coming down and Don said the price of culverts <br /> has not changed. <br /> 9.DISCUSSION & POSSIBLE ACTION REGARDING MONTHLY REIMBURSEMENT <br /> FOR USE OF A PERSONAL CELL PHONE FOR WORK PURPOSES — Lancaster <br /> stated that she talked to Doug Drudik regarding using personal cell phones and they <br /> just need to turn in a bill. Lancaster said that Brandon has various apps on his cell <br /> phone and he is able to address some issues using their smart phones. Doug said they <br /> could get a phone through the county and 1 is currently using the county plan. He is <br /> proposing $30.00 a month reimbursement for using their personal phones. They could <br /> attach a copy of their bill showing the calls for the reimbursements. They may have <br /> more than $30.00. This would save them carrying 2 phones. <br /> Lancaster made a motion and Sorensen seconded to allow a $30.00 reimbursement for <br /> the IT department employees using their personal cell phones for work.
