13C) DISCUSSION & POSSIBLE ACTION REGARDING ARPA POLICY FOR THE
MONITORING OF FUNDS INCLUDING SUB-RECIPIENTS FOR CENTRAL
NEBRASKA REGIONAL AIRPORT— Mr. Humphrey stated this is for the airport project
they will prepare another policy for the Platte Valley Industrial Park project later.
Lancaster made a motion and Quandt seconded to approve the ARPA policy.
Bredthauer, Hurst, Lancaster, Quandt, Peterson, Richardson and Sorensen all voted
yes and no one voted no. Motion carried.
13D) DISCUSSION & POSSIBLE ACTION REGARDING THE CHANGE ORDER FOR
CNRA - Loren said he received an E mail from Keith Kurz regarding additional costs for
buildings on the west side of the road and to address future growth they are suggesting
this change order. Mr., Kurz estimated the additional cost at a total of $60,000.00 so
Hall County would be responsible for half of that.
Lancaster noted it makes sense to address this now instead of tearing it up again.
Lancaster made a motion and Sorensen seconded to approve the change order for up
to $30,000.00. Bredthauer, Hurst, Lancaster, Quandt, Peterson, Richardson and
Sorensen all voted yes and no one voted no. Motion carried.
13E) FACILITIES UPDATE — Mr. Humphrey stated the driveway behind the Courthouse
has been completed and they did a nice job.
He added 2 more staff to Building & Grounds and will be losing one more. Mr. Gannon
at the park has not retired so they will wait on that position.
Lancaster said she thought they were still down one and Loren said he talked to Dustin
and they will wait and they did not have anyone apply for the park position.
F) REVIEW & DISCUSS 1ST QUARTERLY ARPA REPORT — a copy of the report was
included in the board packet and Loren said he sent it to Stacey to review. There were
a few changes made. He also worked with Lutz and had questions on the lost revenue
dollars and of the projects listed what should be out of the lost revenue dollars. Need to
determine if it is capital infrastructure and also will need to know who the sub recipients
will be. They will also need to keep track of the expenditures.
Loren noted that the Corrections Department lobby project is completed, the mental
health hearing room is completed. He ask what other projects could use the lost
revenue dollars.
Lancaster said they have discussed the lost revenue and is not anxious to spend it.
There is a bigger latitude for those dollars. Stacy has been included in the discussions.
This report needs to be sent in on Thursday. Loren will review this with Stacey and
Kayla.
11
