Quandt made a motion and Lancaster seconded to refer the bids to Building & Grounds <br /> Dept. and come back with a recommendation. Bredthauer, Hurst, Lancaster, Quandt, <br /> Peterson, Richardson and Sorensen all voted yes and no one voted no. Motion carried. <br /> 7. UPDATE REGARDING LEGISLATIVE CHANGE HALL COUNTY IS SEEKING — <br /> Lancaster stated that the county is requesting changes regarding the county surveyor <br /> service as the highway superintendent if the county population is over 60,000. They are <br /> working with Senator Lowe to change the county population requirement. Senator <br /> Lowe will introduce the legislation and they hope it will go smoothly. When it is up for <br /> review it will be important to be there to testify. <br /> 9. DISCUSSION & POSSIBLE ACTION REGARDING PAY INCREASES & BACK PAY <br /> FOR LOREN HUMPHREY AND JANET O'MALLEY FOR ARPA REPORTING AND <br /> ASSOCIATED WORK ON COVID RESCUE ACT— Richardson stated she put this on <br /> the agenda to address the pay. <br /> Lancaster stated this can be deferred to Sarah Carstensen there was a lot of work <br /> involved in the premium pay to determine if employees were eligible for the ARPA <br /> funds. If the employee are eligible they will receive the premium pay. Sarah stated that <br /> they may not be able to do back pay but can pay them for the work that has already <br /> been completed and they have to be continuously employed. There was discussion if <br /> they would be on the border line for the maximum threshold for the premium pay. They <br /> can also use ARPA funds for the administrative pay. <br /> Lancaster stated that Stacey Ruzicka recommended not to tie the administrative pay <br /> and premium pay together these are two separate categories. Peterson stated they will <br /> work on this and report back. <br /> 11.DISCUSSION & POSSIBLE ACTION REGARDING PROTEST REGARDING THE <br /> PURCHASE OF 3 MOTOR GRADERS - Quandt stated he brought this forward thinks it <br /> is wrong thought there was $11,000 difference on the price of the machine and then <br /> another $14,000 the numbers continue to change and the county can also save $30,000 <br /> in interest. He said he had a lot of calls and this is wrong. <br /> Richardson noted that she has been on the losing end of a vote and has never <br /> considered a protest and the vote was 6 to 1 the motion passed and questioned why <br /> one person keeps protesting this. She thinks that is wrong. If community leader are <br /> concerned she would like to see them at the board meeting they are not here. Waste <br /> time and money rebidding it again that is a waste of taxpayer dollars. <br /> Lancaster wants to make clear she talked to Sarah. She had phone calls and these are <br /> people who would not bid a piece of equipment for the county. They would like to know <br /> if the county is following the bidding practices and how are we governed. With the bids <br /> today you can see that they put a lot of work in the bids. She has some information and <br /> noted article from 5/11/2002 from the Grand Island Independent where the city was <br /> sued in a bidding dispute. The city is different we need to have a bidding practice. <br /> 5 <br />
