Bredthauer stated she attended a seminar with Accountability and Disclosure and if you <br /> are the owner of a business and the county buys from that business then you have to <br /> make a full disclosure. It is only if you have direct ownership. <br /> Richardson said that they do not receive any benefit or money from keno they generate <br /> keno funds. She will get clarification. <br /> Sarah Carstensen stated she has worked with Accountability in the past and has <br /> worked with the elected officials she can work with them and could get a general outline <br /> with the information <br /> Megan Arrington-Williams, Marketing Director at Stuhr Museum and the Foundation <br /> Giving Director were present encouraging the board to consider using keno funds for <br /> the new ice skating rink at Stuhr Museum. This outdoor rink will provide enjoyment and <br /> revenue for Stuhr. It will encourage people to get outside. They are excited to be able <br /> to provide this opportunity. She provided information to the board regarding the first <br /> year and second year expenses and the proposed revenue for the 2 years. <br /> Richardson stated this is a great project and certainly community betterment. It is a <br /> good activity for youth and youth groups. <br /> Peterson ask if it would be a year round activity and Megan stated they will take it down <br /> when the weather starts to get warmer but their goal is to make this a reception area. <br /> The space would be under cover so they will be able to use it in other ways. <br /> Sorensen ask about the staffing and Megan said this would be a question for the <br /> operations side. They represent the Stuhr Foundation. <br /> Hurst noted they are asking for $10,000.00 but feels it could be better used for the fire <br /> departments instead of a skating rink. <br /> Peterson made a motion and Bredthauer seconded to approve the $10,000 from keno <br /> funds for the Stuhr skating rink. <br /> Lancaster noted that Chris has made every effort to fund Stuhr themselves and she <br /> appreciates the honesty on the projected costs. They have worked hard to be creative <br /> and appreciates his efforts. <br /> The vote on the motion to approve was taken. Bredthauer, Lancaster, Quandt and <br /> Peterson voted yes, Richardson abstained Hurst and Sorensen voted no. Motion <br /> carried. <br /> 6. PUBLIC WORKS- A.) DISCUSS AND TAKE ACTION ON FINANCING FOR MOTOR <br /> GRADER-QUANDT — Lancaster said she talked to Stacey regarding the motor graders <br /> purchase and she suggested to leave the line item in the budget and they could make a <br /> loan from the inheritance fund and pay it back. The inheritance funds may be going <br /> away because it may not survive the governor's term. Discussion was held to have a <br /> fund where the county loans itself money and pay it back. This does have potential and <br /> could be discussed at budget time. There would be advantages to fund purchases and <br />
