Director was present this is a two year grant and there were no changes for this application
except that the funding was reduced to $172,474.00. He reviewed the funding for each program
for the detention tracking, alternative detention and electronic monitoring. This
grant is due December 17, 2021.
Marty Klein County Attorney was present and stated he is present to support Randy and
said he has a good handle on these grants.
Quandt made a motion and Bredthauer seconded to approve the application and
authorize the chair to sign the certification to submit the grant. Bredthauer, Hurst,
Lancaster, Quandt, Peterson, Richardson and Sorensen all voted yes and no one voted no.
Motion carried.
B) DISCUSSION & POSSIBLE ACTION TO APPROVE THE APPLICATION AND AUTHORIZE
THE CHAIR TO SIGN THE CERTIFICATION TO SUBMIT THE APPLICATION FOR THE
ENHANCEMENT GRANT - This grant is due January 17, 2022. He revived the grant
information.
Quandt made a motion and Bredthauer seconded to approve the grant and authorize the chair
to sign the certification to submit the grant. Bredthauer, Hurst, Lancaster, Quandt, Peterson,
Richardson and Sorensen all voted yes and no one voted no. Motion carried. -
Quandt ask if there could be some funding from Region 3 and Randy said this has been
discussed and they do use their services but they do not give dollars to juvenile diversion. They
have discussed other grants to help.
County Attorney Marty Klein stated there are some complications, if the board would fund the
positions then the grants would be available they may look at this next year. There are other
grants that they apply for.
Bredthauer noted that there is funding but you have to show the need. There is a grant for gang
reduction but would need the information and some of these are a better fit for other agencies.
You might have to hire an employee for the administration for some of these.
6.DISCUSSION & POSSIBLE ACTION REGARDING OPIOID SETTLEMENT AGREEMENT &
CONTACT PERSON -Lancaster noted the received an e mail from NACO that the county had
not registered for the national settlement and she contacted Sarah and they found that they had
to register. Sarah will be the contact person and Pam stated there will be considerable dollars
that Nebraska will receive over a number of years. They participated in a conference call
meeting with the Attorney General's Office and a number of question have been answered.
There will be a board established of members from the cities and counties and the amounts will
be determined. The Attorney General's office is to receive 15% but they put that in the state
coffers. This will be a grant process and the committee will develop the forms.
The board will need to approve Sarah Carstensen as the contact person. Participation
will be determined by January 2, 2022.
4
