b) FACILITIES — UPDATE — Doone reported that Hall County Park is closed for the <br /> season and they are working on winterizing the bathrooms and keeping up with the <br /> leaves. He said a lot of families are taking pictures at the park at sunset. They park <br /> along the road and walk in. This usually on the weekends. <br /> He is working on the transfer funds from ARPA and that is going smoothly. <br /> Lancaster stated that the Airport sewer system will be from the ARPA funds and she <br /> stated that they have appointed him as the contact person for these expenditures. <br /> Richardson questioned if some of the larger project should be prioritized and use some <br /> of the ARPA funds or the lost revenue funds. <br /> Discussion was held and it was agreed that they need to look at the larger projects and <br /> it can be flexible but there needs to be a plan before spending the dollars. <br /> Loren stated that the next report will include project for next year and there should be a <br /> list of priorities. <br /> Lancaster noted that the larger projects in the budget was a good start. <br /> Mr. Humphrey stated he met with Johnson controls to go over the HVAC systems. The <br /> Courthouse and Annex building systems have been update but some of the other <br /> building could be addressed. These expenses could be covered by the ARPA funds. <br /> Bredthauer ask if he had seen any large utility bills for the county but Loren stated they <br /> have not. <br /> 11. CHAD NABITY - DISCUSSION & POSSIBLE ACTION REGARDING REFERRAL <br /> OF CONSERVATION EASEMENT TO REGIONAL PLANNING — The first step on this <br /> item is to refer it to Regional Planning. Quandt made a motion and Bredthauer <br /> seconded to refer the conservation easement to Regional Planning. Bredthauer, Hurst, <br /> Lancaster, Quandt, Peterson, Richardson and Sorensen all voted yes and no one voted <br /> no. Motion carried. <br /> 20. APPOINTMENT OF SALARY COMMITTEE — CHAIRMAN LANCASTER — <br /> Lancaster stated that Ron Peterson will serve and there will be one more member to <br /> serve and work with Sarah Carstensen regarding the elected official's salary. They <br /> have received the new NACO salary study. Thee ae also the union contracts and the <br /> employees increases will mirror the contracts. They will take consider all of this when <br /> setting the salaries. This need to be completed in December so it is in place by January <br /> 9, 2022 so incumbents can file for office. There will be a packet for the committee <br /> members. <br /> EXECUTIVE SESSION REGULAR AGENDA ITEMS 14,15 AND 16 AND BOARD OF <br /> EQUALIZATION ITEM #3 AND COUNTY ATTORNEY ITEM #4AC NEGOTIATIONS <br /> 10 <br />
