B) DISCUSSION & POSSIBLE ACTION REGARDING SMOOTHNESS PENALTIES <br /> ON ONE R ROAD EAST OF CAIRO —Steve Riehle was present and provided the board <br /> member with information. He stated that J.I.L. did not do any grinding on One R Road <br /> until Wood River Road was done. They were given permission to grind the bumps but <br /> not the dips to prevent anymore asphalt being removed. December 20, 2020 Vontz <br /> Paving did the pilograph run and Steve showed them the profile. He has completed the <br /> calculation on the project. The road is still rough and the penalties will be assessed <br /> according to the bid specifications. He noted the bid specifications have been tightened <br /> up and if this should happen in the future they will stop the project and have move on to <br /> another project. They did do some grinding and made it smoother. The total penalty <br /> would be $17,517.30. He has reviewed this with J.I.L. <br /> Bredthauer questioned if what has been paid if there was enough to withhold and Steve <br /> stated that there is with the dollars withheld on Wood River Road. <br /> Sorensen made a motion and Peteson seconded to assess the penalties of$17,516.30 <br /> against J.I.L. Steve stated now this will be done. Bredthauer, Hurst, Lancaster, <br /> Quandt, Peterson, Richardson and Sorensen all voted yes and none voted no. Motion <br /> carried <br /> C) DISCUSS AND APPROVE THE PURCHASE OF ASPHALT SEALING TAR — <br /> Sorensen stated this is purchase if from the state bid. <br /> Sorensen made a motion and Quandt seconded to approve the purchase of the asphalt <br /> sealing tar for $11,090.00 from the current state bid that will end January 22, 20222. <br /> This is the same price as it was is March 2020. He noted that the cost of oil has gone <br /> up. Bredthauer, Hurst, Lancaster, Quandt, Peterson, Richardson and Sorensen all <br /> voted yes and none voted no. Motion carried. <br /> D) UPDATE A JOB DESCRIPTION FOR HIGHWAY SUPERINTENDENT - Lancaster <br /> said that Tim Baxter with NIRMA stated that the bridge inspector and the highway <br /> superintendent jobs require some time to achieve them so they need to increase the <br /> number of years in the job description. <br /> Sorensen made a motion and Hurst seconded to change the job description. <br /> Bredthauer, Hurst, Lancaster, Quandt, Peterson, Richardson and Sorensen all voted <br /> yes and none voted no. Motion carried. <br /> E) DISCUSSION AND POSSIBLE ACTION REGARDING TRAFFIC STUDY ON <br /> MONITOR ROAD & PLATTE RIVER DRIVE — Bredthauer stated that may need to be in <br /> executive session. <br /> Sorensen stated that they need to table this for 2 weeks they have some issues that <br /> have come forward in the last 24 hours.
