9. DISCUSSION & POSSIBLE ACTION REGARDING UNION CONTRACTS FOR FOP <br /> #78 - Peterson stated that the discussion were more aggressive to get to common <br /> ground. There were concerns on the stacking shortage and pay levels. There was <br /> discussion offering a hiring bonus but they did not agree to that. There was also <br /> discussion regarding facial hair and tattoos they it is still limited and tattoos are required <br /> to be covered. Peterson stated he wanted to compliment Todd he showed some <br /> flexibility on these issues. He also stated he wanted to acknowledge Jerry Pigsley. <br /> Sarah Carstensen demeanor has a calming approach that calms the temperature of the <br /> room and was an extremely valuable asset to the negotiations. This is a 4 year contract <br /> and that is important for the consistency and the cost. There was discussion regarding <br /> the nighttime pay and they addressed some of the concerns on the facial hair and they <br /> will provide long sleeve shirts because of the air conditioning and will allow an addition <br /> uniform so they will have 4. He also stated that Butch and Jane were there every time <br /> and they feel this is a good contract. <br /> Lancaster thanked Sarah Carstensen for he help with the negotiations and glad that <br /> there is a contract. <br /> Bredthauer made a motion and Sorensen seconded to approve and authorize the chair <br /> to sign the Fraternal Order of Police Union #78 Contract. Bredthauer, Hurst, Lancaster, <br /> Quandt, Peterson, Richardson and Sorensen all voted yes and no one voted no. <br /> Motion carried. <br /> 18. FACILITIES —A) DISCUSSION & POSSIBLE ACTION TO ALLOW MID-PLAINS <br /> CONSTRUCTION CONTRACTED PAINTER TO PAINT THE COURTHOUSE DURING <br /> THE DAYTIME - Loren Humphrey stated that the subcontractor that that was going to <br /> do the touch up painting after the fire suppression installation stated he would be willing <br /> to paint the Courthouse hallways and stair well at no additional cost. Some of it would <br /> have to be done after hours and there would be the cost of security. He wanted to bring <br /> this to the board for their approval. <br /> Quandt made a motion and Sorensen seconded to approve painting the Courthouse <br /> during the day and to approve the security for after hours. Bredthauer, Hurst, <br /> Lancaster, Quandt, Peterson, Richardson and Sorensen all voted yes and no one voted <br /> no. Motion carried. <br /> 18B) DISCUSSION & POSSIBLE ACTION TO ADD ADDITIONAL PROJECTS TO THE <br /> ARPA LIST — Loren stated that as he is reading the rules for the use of the ARPA funds <br /> one thing that is listed is the upgrade of HVAC systems and he wanted to bring this to <br /> the board's attention. With upgraded systems they would be able to control the air in <br /> the buildings and this is the best way to improve the air quality. <br /> Peterson noted that these could be added to the list and the county may not have <br /> enough to do all of the projects but it would be important to prioritize the projects. <br /> 11 <br />
