The GIS Department <br /> would suffer and we need to look at what is good for Hall County. <br /> The committee would like to look into raising the population requirements from 60,000 <br /> to 100,000 or 150,000. The 150,000 reference the big 3 counties. This needs to be <br /> fixed for Hall County and work on some possible legislation to make the population <br /> change. This is the time to work on it. <br /> Peterson made a motion and Sorensen seconded to ask Sarah Carstensen and the <br /> committee to prepare proposed legislation for introduction to raise the population level. <br /> Bredthauer, Hurst, Lancaster, Quandt, Peterson, Richardson and Sorensen all voted <br /> yes and no one voted no. Motion carried. <br /> 15B) DISCUSS & TAKE ACTION TO MEET THE REQUIREMENTS OF THE <br /> POPULATION THRESHOLD FOR COUNTY ROAD SUPERINTENDENT BY 2022 <br /> Lancaster do not have to comply at this point but come into compliance by the 2022 <br /> election she understands some people are going to Scott for Guidance now and that is <br /> unfair, the county will come into compliance in 2022. <br /> Peterson made a motion and Sorensen seconded that the county will come into <br /> compliance based on the 2022 election by January 2023. <br /> Election Commissioner Tracy Overstreet to address the board regarding certain <br /> deadlines. By January 5, 2022 the county has to certify the county surveyor position. <br /> January 15, 2022 the county has to set the salary and that is stated in the Nebraska <br /> Constitution. She noted that salaries for county officers cannot be changed during the <br /> term so if here are different job descriptions the salary deadline will be sooner than the <br /> results of the election. <br /> Deputy County Attorney Sarah Carstensen stated that she talked to NACO and they <br /> need to consider the value of the positions. There are separate line items in the <br /> budgets for the positions. The legislative session is on October 14 and this would be a <br /> good opportunity to propose legislation and having a board member present would be a <br /> good answer. The salary survey will also come out then. <br /> Lancaster said the salary survey will be presented at this time and the county may have <br /> to have 2 job descriptions depending on the proposed legislation. This would just be an <br /> amendment to the current legislation so they should be able to accomplish this. There <br /> are currently job descriptions that are acceptable. If the board supports the current <br /> position it should not be elected it should be appointed by the county board. <br /> The vote on the motion was taken. Bredthauer, Hurst, Lancaster, Quandt, Peterson, <br /> Richardson and Sorensen all voted yes and no one voted no. Motion carried. <br /> 8 <br />
