Quandt suggested he would like to spread it out the cost. Right now steel is high and it
may go down they may be more expensive now. Discussion was held and they need to
get started.
Bredthauer agrees some of the machines have a lot of high hours and that means trade
is less and they may have more repairs and what happens in 2 years when interest
climbs and inflation starts. Lancaster questioned why the county would borrow money
but Karen stated thee is the lease purchase program.
Steve suggested that they could go out for bids and ask for bids on 3 or 6 units there
would just be 2 sets of bids. Bredthauer stated she agrees with this.
Sorensen made a motion and Bredthauer seconded to talk to the local dealers to see if
they have units that will fit the bids specifications and request bids for 3 or 6 motor
graders.
Lancaster said she will support this we need the information.
Quandt ask how many repairs the mechanics do. They might have an idea of the cost. Steve said that is
the number he put in the budget for the possible purchase.
Bredthauer stated that President Biden signed an order that would change it so that
manufactures would have to allow repairs shops access to the software. Right now the
company owns the software and you cannot get it or afford it.
The vote to go out forbids was taken. Bredthauer, Hurst, Lancaster, Quandt, Peterson,
Richardson and Sorensen all voted yes and no one voted no. Motion carried.
15.PUBLIC WORKS — Lancaster A) DISCUSS & TAKE ACTION TO AMEND
PRESENT LEGISLATION RE — COUNTY ROAD SUPERINTENDENT FROM A
POPULATION OF 50,000 — 150,000 — Lancaster stated that she and Karen and Scott
met and since Hall county's population exceeded 60,000 and we will now have to
comply with the legislation. The committee has looked at this and now the County
Surveyor automatically becomes the Road Superintendent. When this was introduced
Buffalo County requested that it be amended from 50,000 to 60,000 and if Hall County
would have known about this we could have gone with them to have it increased.
Scott Peters is the County surveyor and runs the GIS Department. GIS is used by the
entire county and other department rely on Scott and GIS. He only has 1 employee and
7
