order to have a rural representative you could take the rural subs on the south and north <br /> where there is not that much population and change those. Some of the rural sub could <br /> be considered as communities of interest. All people do not identify as rural they feel <br /> more like urban and have similar issues. This appears to be more of a change that the <br /> county has incurred in the past. <br /> Tracey noted the legislature is scheduled to convene to address the legislative districts <br /> on September 10th and they will hold public hearings September 13 and 30th and then <br /> determine the legislative lines and those will affect the precinct lines. They should have <br /> a good idea what it will be by mid-October and the city and schools will work on their <br /> lines but now is the time for the board to start thinking. <br /> Lancaster said she agrees the rural areas have a right to a representative. That would <br /> take away what county government stand for. The line could change so that an <br /> incumbent would not have a job. She does not want to make decision how county <br /> government is run and have a committee come back with proposals to make changes <br /> for the county. Some of the new subdivision are not familiar with county issues they <br /> need to divide the responsibilities evenly among the commissioners. The county is <br /> different than the city or the schools. Lancaster said it is the county board's job to look <br /> at the redistricting and she does not want to see any seats removed. She does not like <br /> the spoke idea it leaves out the rural representative. <br /> Richardson stated she knows her area and talks to them. <br /> Lancaster said if the board concurs it can be a committee of commissioners to address <br /> how the lines are drawn. <br /> Quandt stated he does not like the spoke idea the rural area would not have a vote. <br /> Quant made a motion and Bredthauer seconded to continue to have a rural <br /> representative but to meet the suggested population number. Discussion was held <br /> Tracey said she does not know the parameters without including some in the city limits <br /> she understands the board's passion but they need to look at the numbers. She <br /> understands this is a priority but look at the numbers first. It would need to be plus or <br /> minus 5%. <br /> Quandt amended the motion and Bredthauer seconded to make the rural representative <br /> a priority. Bredthauer, Hurst, Lancaster, Quandt, Peterson, Richardson and Sorensen <br /> all voted yes and no one voted no. Motion carried. <br /> Peterson the other issue would be from the other people that will be most affected <br /> suggested to have Jane, Karen and Scott on the committee. <br /> Tracy said you do not want any legal liabilities and suggested working with the county <br /> attorney and have people that are not up for re-election on the committee. <br /> 3 <br />
