9:05 a.m. Held a Board of Equalization meeting <br /> 9; 09 A.M. Adjourned he Board of Equalization meeting and returned to the regular <br /> meeting. <br /> COUNTY ATTORNEY — Sarah Carstensen informed the board that there may be a <br /> claim for extradition costs regarding a case from 8 or 9 years ago. The individual was <br /> found in Australia and they had been working with the Federal Government regarding <br /> this. There may also be 2 other cases that they are working on. <br /> 11. DISCUSSION ON SCOPE RESPONSIBILITY FOR ARPA FUNDS CONTACT <br /> PERSON - Lancaster stated that according to some of the information regarding the <br /> ARPA funds and the reporting there can be 3 separate people to handle this but Loren <br /> Humphrey will be carrying all of the responsibilities and will be doing this for 4 years. <br /> Once the union contracts have been finished she suggested addressing compensation <br /> for these duties. <br /> 12. TRACY OVERSTREET & CHAD NABITY - DISCUSSION & POSSIBLE ACTION <br /> REGARDING REDISTRICTING - Election Commissioner Tracy Overstreet and Region <br /> Planning Director Chad Nabity are working on the redistricting and have created a map <br /> showing the numbers. The county has always looked at maintaining one seat that is <br /> elected by the rural residents of Hall County. In order to do that they would have <br /> include everything outside of Grand Island in a single district that is one consideration. <br /> The board need to decide or in the past they have talked about doing a spoke pattern <br /> and what that would look like to establish the 8,985 number. This is a major shift on <br /> how the county has looked at redistricting. If you look at using the pie shape that will in <br /> affect weaken the rural vote. It could happen that all seven commissioners could live <br /> inside the city of Grand Island and the majority of the voters would be the people from <br /> the city of Grand Island. Chad said they are not sure on how to advise them on how to <br /> move forward. <br /> Hall County has grown and a large amount of growth is in District #2 so there will need <br /> to be changes made. There should be 8,985 residents in each district. There is <br /> currently 12,203 <br /> Peterson stated this would be a real mistake to not have a single person to represent <br /> the rural areas. He ask if this is the current map and chad said it is Tracy stted that <br /> currently there are 12, 203 residents in that district and it needs to be 8,985 and it is <br /> recommended to make it 5% lower in order to address future growth. <br /> Richardson said she has county and city and has talked to residents and some of her <br /> constituents would just have an Ag representative there is also concern they feel more <br /> like city than county so this may not set well. <br /> Tracy said the legislature has talked about this issue also now you have 3 <br /> commissioners that have rural representation because rural subs are being included.
