Lancaster stated she wants to express some concerns. This is tax relief and it is a <br /> necessary project. We have the opportunity to do this now but the county has made <br /> some commitments of our ARPA funds and we do not know when we will get the <br /> additional dollars. We have to be able to provide what we have committed for the <br /> county and work with the city. We deserve our fair share of the funds and has a <br /> concern committing half of the dollars before we get the additional dollars. We can use <br /> to use the dollars for property tax relief. When projects are bid we are not privy to the <br /> engineers estimate. We need to use a range and anticipate if the costs go up if it is <br /> going to be in the range we do not want to underestimate the cost it this would happen it <br /> would come out of tax dollars. There needs to be a balance with our commitments she <br /> is looking for guidance from the board. <br /> Mr. Janulewicz said the city is not a bank but they will work with the county. He needs <br /> to have a proposal in writing to present to the airport. He noted one other issue is that <br /> under the American Rescue plan if a project exceeds $10 million they would have to <br /> comply with the Davis Bacon Act that would add millions of dollars to the project they <br /> need to keep it under that level. The project will have to be bid out and the airport and <br /> the county will weigh in on the bids. We do not know what the bids will be but it needs <br /> to be under the $10 million if it is over that may be a deal changer. He is asking the <br /> board to give Sarah some direction so it can be taken to the airport board tomorrow <br /> Lancaster stated this only the second time the board has discussed this. The city has <br /> been gracious to assist through the paperwork. Later in the meeting the board may <br /> decide to hire a firm to help with the ARPA funds the more we can do on our own the <br /> better. We need to use a range on the costs and do not want to underestimate the cost. <br /> There needs to be a balance on the commitments and what the county should commit <br /> for this project. <br /> Peterson stated it seems to him they need to go out for bids as soon as they can so we <br /> know where we are at. If the bids are too high we may have to look at another avenue. <br /> He is comfortable with the agreement and ask if there is a stop gap if it is out of line. <br /> It was noted there are three entities looking at the bids and if one does not participate <br /> the deal is off. <br /> Lancaster stated it vital to look at what we anticipate incurring with the first dollars and <br /> the rest may not be until next June. We need to know the amount. <br /> Sorensen noted if you are looking a sewer lines will they have to do dewatering in the <br /> spring. They may need to look at starting in July. He does not perceive the time line <br /> being crucial. He also noted the inheritance funds is there like it was used for the <br /> cemetery. <br /> Quandt ask what the depart part of the installation and Mr. Olsen said it would 26 feet <br /> and the others would be 6 to 8 feet. They have a brand new terminal and every day <br /> that it is delay it is closer to the evitable <br /> 5 <br />
