9:05 a.m. Held a Board of Equalization meeting <br /> 9:08 Adjourned the Board of Equalization meeting and returned to the regular meeting <br /> PUBLIC PARTICIPATION — Chair Lancaster called for public participation and Jerry <br /> Janulewicz was present regarding the interlocal agreement for the airport sewer project. <br /> Deputy County Attorney Sarah Carstensen stated that this is a permissible use of the <br /> ARPA funding. It would take significant tax asking dollars to fund this project. The <br /> board has a copy of the draft of the interlocal agreement. She noted on page 4 that the <br /> City would contribute $250,000 on the front end and on the back end. Discussion was <br /> held on the timing of the project and using the ARPA funding the first payment may not <br /> be until June 2022 and a second payment could be later. They would like to go out for <br /> bids this fall. <br /> Jerry Janulewicz was present the completion date may not be until December 2023. <br /> There is not a large amount of construction but they would need to bid out the materials. <br /> The construction may not start until spring and there may not be a lot of major bills until <br /> then. They will work with the county but the project needs to be done. <br /> Mike Olsen with the airport stated that they have been advocating for this project for 14 <br /> years it is a critical project. The current system was put in in 1942 and every day that it <br /> is delayed the odds are higher and higher that it may fail. They have looked at the lines <br /> and there are cracks in the lines so they are seeing higher utility bills because of the <br /> ground water seepage. The airport has also stepped forward and have looked for <br /> grants but there are none available. If they would have the opportunity to secure grants <br /> in the future they would do so. He said the airport board will approve the interlocal <br /> agreement tomorrow and they are seeking support from the county. <br /> Quandt ask about the project ownership and the wording in the interlocal agreement. <br /> The city will own the main lines but the service lines from the main to the building will be <br /> owned by the airport. Mr. Olsen stated that some of those lines have been installed <br /> later and some of the buildings are relatively new. He does not think there is a lot of <br /> liability for the county that would be on the airport authority. <br /> Mr. Janulewicz stated that Hall County is the legal owner of the property and Hall <br /> County is the title holder of the land. The control of the airport is with the Airport <br /> Authority Board. <br /> Sarah Carstensen stated she understood that from the point of the main to the building <br /> it is on the airport authority. <br /> Lancaster said this is comparable to home ownership. Mr. Olsen there is a difference <br /> said the buildings are leased buildings. <br /> 4 <br />
