The county does have some considerations for the COVID dollars <br /> The board needs to consider these projects and then look at the airport sewer system. <br /> Peterson ask Sarah if there could be an executive session regarding the recovery act <br /> allocation for the union negotiations and Sarah said they could. <br /> 14. DISCUSS AND TAKE ACTION ON AGREEMENT TO PROVIDE FINANCIAL AND <br /> ADMINISTRATIVE ASSISTANCE TO HALL COUNTY - Lancaster stated she talked to <br /> Stacy Ruzicka regarding the issue of a reporting agent for the COVID dollars. Alaina <br /> Verplank receives the dollars but would not do the budget and reporting. She had also <br /> discussed this with Kayla with Lutz. Stacy would be the most reasonable person to do <br /> this and is willing to do it. She does the budget and the board chair and board assistant <br /> sign off on the budget. She would also be able to answer any questions from the <br /> federal government if there was a federal audit. Stacy currently is contract labor and <br /> there needs to be some consideration for the compensation. Stacy was hired in 2018 <br /> and agreed to a dollar amount per hour and this has been increased to $75.00 an hour. <br /> Kayla stated that if you hired accounting firm it would be 3 to 4 times more. Stacy <br /> currently reviews the keno and year end reporting. <br /> The agreement is the same but they are just changing the value. <br /> Bredthauer made a motion and Peterson seconded to approve the agreement for <br /> financial assistance. <br /> Richardson ask for clarification regarding the keno Kim does the monthly keno reports <br /> and Stacy reviews and does the oversite. She ask if the end goal was to have someone <br /> in Kim's position to do this. Lancaster stated it was in the beginning and does not know <br /> the future. Richardson stted she would like to see that the county work with that goal in <br /> mind. She is fine with the agreement. <br /> Quandt noted that Stacy was here 19 years, Brad has left and the board would have to <br /> figure out how do the budget he trust Stacy's numbers and now there is the COVID <br /> reporting. We have also had Sarah to help with all of this. <br /> Lancaster noted that brad was to have Kayla work with him for 2 years on the budgeting <br /> side but now he is gone also. <br /> Richardson stated she has never questioned Stacy and she does a good job. Maybe <br /> the county needs a new position in the future. <br /> Lancaster stated they looked at a county administrator and it is difficult to even find <br /> someone.
