PUBLIC WORKS —A) DISCUSSION & POSSIBLE ACTION REGARDING
PENALTIES FOR THE SMOOTHNESS ON WOOD RIVER ROAD — Steve Riehle
provided the board members with pilograph readings on Wood River Road before the
grinding and after the grinding and this showed that the road is smoother. The general
trend is for more bumps to show up because of the freeze thaw factors. They did make
it smoother by grinding.
Steve noted page 83 table 502.01a in the specifications for the asphalt that applies to
county roads. The noted the roughness index that is a pay factor adjustment at about
$30.00 a ton. On the last page is table 502.02a that is a pay factor formula. There
were some areas that were rougher and they can address the bumps but they cannot
penalize for the freeze thaw issues Steve stated that they will walk the road this week
and come back with the recommendation for the final numbers.
Quandt ask about the grinding from 2 weeks ago. Steve stated that the ride is better,
grinding was successful 18 areas smoother and there were 2 or 3 that were rougher.
Lancaster stated she did get calls and people were pleased with the decision some did
not drive the road but appreciated the action that the county board took.
Sorensen stated that he also received 12 negative calls from people that drive the roads
every day and they admitted it was not their best work and felt it should be fixed.
