9 <br /> Bredthauer noted that the gravel has been passing the specifications and because <br /> some of it did not pass they did receive 18 loads at no cost. <br /> Steve said they have been patching holes on Wood River Road by Bosselmans and <br /> may have been using asphalt for the patching but may have to consider looking at <br /> concrete for a more permanent fix. He may be able to work with the city for concrete <br /> pavement repairs. This may need to be added to the budget. <br /> Bredthauer stated there were 2 safety meeting and Tim Baxter has a new safety manual <br /> but the safety annual is not addressed in the current county handbook and it needs to <br /> be updated. The road has specific safety manual. Discussion was held to check on a <br /> new handbook. <br /> 10A) UPDATE FROM ELECTION COMMISSIONER REGARDING THE CARES ACT <br /> Election Commissioner Tracy Overstreet stated that the state of Nebraska received <br /> 2020Help America Vote act CARES Act grant funds. These funds were available to <br /> reimburse eligible election expenses related to COVID. Hall County was offered <br /> $38,848.58 grant contract and after submission of eligible expenses Hall County was <br /> awarded $82,870.75 in reimbursement. The following dollars were used. <br /> • $12,960.78 computer equipment <br /> • $650.00 ballot box exterior lighting <br /> • $7,275.00 ballot printer <br /> • Addition dollars for envelopes, ballots labels sanitizers. Safety equipment <br /> processing and additional polling staff <br /> She is suggesting that the county earmark the reimbursements to line items that <br /> incurred the expenses. The funds were receive March 20, 2021 they also may want to <br /> prepare for changes in voting methods in the future. She feels that about 70% to 80% <br /> of the early voting will continue in upcoming elections. She is currently planning for an <br /> election service window and more permanent work stations for early voting. This could <br /> be around $25,000 but there would still be additional dollars left. <br /> Lancaster stated they have talked to Mr. Humphrey and they are working on an action <br /> plan. They will come back at budget time and look at moving forward. <br /> 10 B) DISCUSS & TAKE ACTION DECLARING THE UNUSABLE VOTO-MATICS AS <br /> SURPLUS —Tracy stated that in 1980 253 Voto-matics were purchased and these used <br /> the punch card system in 1985 Hall County moved to the paper ballots and purchased <br /> an optical scanner. They have continued to use the frames as standup voting booths. <br /> They are repaired each year and used parts are hard to find. Tracy said they did an <br /> inventory and there are 210 units that are in good condition and they are storing 23 <br /> broken units she is requesting to have them declared surplus and have them destroyed. <br /> Peterson made a motion and Hurst seconded to declare the unusable Voto-matics <br /> unusable and have them destroyed. Bredthauer, Hurst, Lancaster, Quandt, Peterson, <br /> Richardson and Sorensen all voted yes and no one voted no. Motion carried. <br /> 9 <br />
