C) PUBLIC WORKS UPDATE — Steve stated that they have started with the <br /> jackhammers to remove the shop floor so Jackie is currently working at home. The shop <br /> floor will be 6 inches of concrete and will be reinforced. He also stated that Jackie's <br /> office is wet because the roof is leaking. The snow sits on that area and does not drain <br /> well. He stated that there is a type of fabric with wires in it that be put on the roof to <br /> melt the snow. <br /> They have been burning the tree piles and will be working on the tree pile from the Hall <br /> County Park. They monitor these burns day and night and they hope to be done by <br /> Wednesday. <br /> Steve stated that Senator Aguilar is sponsoring a bill regarding appointing a county <br /> surveyor. There are concerns on the population numbers. <br /> Steve Riehle, Sarah Carstensen and Scott Peters when down to the hearing. He has <br /> introduced a new bill currently if the population is over 60,000 the county surveyor <br /> would be the county highway superintendent. Ray will introduce legislation to amend or <br /> change the population number. Discussion was held on the population number. The <br /> larger counties that are over 150,000 have an elected highway superintendent. They <br /> would like to raise the population to 75,000. <br /> Lancaster questioned if it was proposed to raise it to 70,000 and wonders if he should <br /> be encouraged to raise it to 80,000 it may be good to have it higher. She noted <br /> information from the assessor's office that when smaller communities fold they migrate <br /> to larger communities. <br /> Steve stated the NACO draft bill is 70,000 and suggested it could be 75,000. Douglas <br /> County is t 150,000. <br /> Lancaster expressed concern that Jackie's office is wet and this needs to be addressed. <br /> Steve stated that if they can get the snow and ice melted that would help. He stated the <br /> roofing company suggested getting a type of wire that could be used to help melt the <br /> snow. Steve stated they may need to consider a different type of roof there are rubber <br /> membranes or a snow and ice shield. He also stated they could use a 40% lap on the <br /> roof shield and use a higher grade flashing. These are 3 tab shingles and they could <br /> use a commercial grade. The shingles pop up every time the wind blows. <br /> Bredthauer stated that she brought this up 2 weeks ago. This was a new roof in 2011 <br /> and they used a 30 year shingle but what good is that if they have to replace it every ten <br /> years. <br /> Quandt ask if J.I.L. has worked on the road and Steve stated he has not met with them. <br /> Gary sated he thought they could do the grinding in cold weather. Steve said they have <br /> been chasing snow and he has not met with them. Gary said they may have to sit a <br /> definite date. <br /> 5 <br />
