The data entry process and the justice system <br /> computer program is a lot to learn. She stated she does have employees that are <br /> interested and she wants to make sure it is a smooth transition. She stated she is not <br /> sure who will apply but encourage the board to consider appointing within. She stated <br /> that she is taking a state position and may be working with the office in the future. <br /> Valorie explained that the justice computer program was built by the State of Nebraska <br /> and it is not a user friendly program. The state offers training but it takes a long time to <br /> learn the codes. They have to know the codes to master the program. <br /> Lancaster stated she talked to Sarah and there is a month to identify a person. They <br /> could make the appointment effective January 31st then there would be some time to <br /> work with them. Valorie stated she will get as much time from her new employer as she <br /> can and she will make sure she can make phone calls to assist the office. She stated <br /> she has 18 years invested in this office. Sarah stated this is on the agenda so the <br /> board can make decisions. <br /> Quandt questioned with her new position if she would be working with the office and <br /> Valorie stated she would. She stated she will do as much as she can to make this a <br /> smooth transition. <br /> Lancaster suggested to hold the interviews of the applicants from within the office and <br /> then the board could appoint them effective February 1, 2021. If they are not <br /> comfortable then go out for applications from outside. The board has enough time and <br /> do the internal applications and then possibly go outside they should be able to <br /> accomplish both. January 19th would be the soonest they could do the interviews. <br /> Sarah stated they are not required to advertise so the board could do the interviews. <br /> Quandt ask what qualifications to look for. Valorie stated anyone with court experience <br /> and it takes a special ability to handle different temperaments, able to negotiate issues, <br /> experience with a financial background, she has state and federal reports that have to <br /> be completed, ability to compile numbers, supervision and personnel experience. <br /> Sarah suggested considering relationship with various entities, judges and boards. <br /> Richardson suggested to consider appointing within the office but in an issue of fairness <br /> to open it up to anyone that is interested. It is important to remember Valorie's <br /> recommendation and make sure the office continues in a professional manner. <br /> Peterson ask if there is a job description for this. Sarah stated that this is an elected <br /> positon and the county board is taxed with the appointment. They are not required to <br /> advertise. Peterson stated that the people that work there would be more qualified for <br /> the position. <br /> Lancaster noted that the Judges are not allow to make recommendations. She also <br /> noted that in the past there were recommendations from the elected official to hire <br /> 3 <br />
