15 DISCUSS & AUTHORIZE CHAIR TO SIGN AMENDMENTS TO HEALTH PLAN <br /> a) AMENDMENT #3 — REGARDING EXTENSION OF CERTAIN TIME FRAMES <br /> FOR EMPLOYEE BENEFIT PLANS REGARDING THE CLAIMS PROCEDURES <br /> FOR COVID-19 <br /> b) AMENDMENT #4 DEFINING ELIGIBLE MEDICAL EXPENSES WITH RESPECT <br /> TO COVID-19 TESTING UNDER THE FAMILY FIRST CORONAVIRUS <br /> RESPONSE ACT <br /> c) AMENDMENT #5 INCLUDING ACCESS TO PARTNERS HEALTH ALLIANCE <br /> PROVIDERS & CASE MANAGEMENT FOR MEDICAL BENEFITS <br /> Peterson stated that the insurance committee met December 21 and held a conference <br /> call with Matt Wullenwaber with Mid-American. Matt reviewed the amendments and <br /> amendments #3 and #4 address the extension of certain plan deadlines affected by the <br /> COVID-19 outbreak, it lists #1 at the end of the National Emergency or#2 any other <br /> date announced by the Department of Treasury &/or Labor <br /> Amendment#5 is to clarify costs associated with Partners Health Alliance. <br /> Richardson stated that the county is still operating under the guidelines and these will <br /> end when the emergencies are over. <br /> Peterson stated we have already been doing this but have to formally adopt these <br /> amendments. <br /> Lancaster stated it is important for the county to know what these amendments address. <br /> Peterson made a motion and Richardson seconded to approve Amendments #3, #4 and <br /> #5 to be added to the Hall County Health Plan Document. Bredthauer, Hurst, <br /> Lancaster, Quandt, Peterson, Richardson and Sorensen all voted yes and none voted <br /> no. Motion carried <br /> 16. DISCUSSION AND POSSIBLE ACTION REGARDING ELECTION OFFICE <br /> HOURS - Election Commissioner Tracy Overstreet stated she would like to standardize <br /> the hours for her office currently she is open 8:30 a.m. to 12:00 p.m. and from 1:00 p.m. <br /> to 5:00 p.m. except during the elections when she is open 8:30 a.m. to 5:00 p.m. This <br /> could be confusing to the public so she is proposing to change her office hours to 8:30 <br /> a.m. to 4:30 p.m. and be open during the lunch hour to better serve the pubic it would <br /> also help the package delivery. She is proposing to start this the first of the year so they <br /> would be in the habit for the election season staring in 2021. <br /> She is also noted she is also request to increase the hours of the part-time staff from 19 <br /> '/2 hours a week to 23 1/2 hours a week she would work 23 1/2 hours a week she is <br /> flexible with her schedule. The additional 4 hours would be about $2,500.00but there <br /> are extra dollars in the election salary line item to cover the extra costs. <br /> Quandt mad a motion and Bredthauer seconded to set the office ours from 8:30 a.m. to <br /> 4:30 p.m. and remain open during the lunch hour and to allow the part-time person to <br /> 10 <br />
