Steve Riehle stated the safety committee met December 15th, safety is now a bigger <br /> part of our culture. The safety committee is a working committee addressing functions <br /> beyond safety. They are addressing safety footwear and these will be road department <br /> issue. The committee has equipment operator representatives, Grand Island shop <br /> representatives. Will Rudolf is the safety committee chair, Craig Harrenstein, Shawn <br /> Kenny and Karen Bredthauer is also on the committee. Steve noted that the safety <br /> policy encourage driver training safety for any employee that drives a county vehicle. <br /> Lancaster ask if the committee members wanted to come forward Will Rudolph was <br /> elected by his peers. He stated they are working on projects that they want to get <br /> accomplished including the shop floor concrete, addressing the parking area and the <br /> fuel area and there are several other little projects. Will stated they are working on the <br /> job safety analysis form that will address gas or electrical lines when they start working <br /> on a job, Will stated this will be very helpful. <br /> Lancaster noted they are getting a lot accomplished <br /> 6. PUBLIC WORKS EMPLOYEE C.L. STEVENSON REQUEST TO ADDRESS <br /> COUNTY BOARD - C.L. Stevenson, 3121 Garland requested to address the board. <br /> He expressed concern on the policies that they are adopting. He feels that these things <br /> are being shoved down their throats. He expressed concern on the hard hats and the <br /> steel toed shoes if you ae sitting in a truck or walking down a road why do you need <br /> steel toed shoes. He checked with some other businesses and they do not require <br /> safety shoes. He stated this is overkill and if all of this is adopted do they have to follow <br /> it they need to use some common sense. He has issues with management he has <br /> submitted requests in the suggestion box and has only received 2 back. There are <br /> other employees that have concerns but they are afraid of repercussions. He welcomed <br /> to board to come out and work with him. Lancaster thanked him for coming. <br /> 8. PUBLIC WORKS —A) DISCUSSION & POSSIBLE ACTION REGARDING J.I.L <br /> ROAD BOND/CONTRACT— Steve Riehle provided copies of the pilograph reports J.I.L <br /> had made arrangement to do the new testing this report is more accurate and gives <br /> good information. The contractor worked with Steve and different vendors regarding the <br /> roughness of the road. They had sub-contractors to do the grinding and the diamond <br /> grinding does a better job. The computer print provides information on the roughness of <br /> the road or just driving the road. They used a bump buggy and used a report that had <br /> the stations of the location of the bumps. J.I.L stated they wanted to make sure the <br /> road was right. They tried using the rolling straight edge but could not find the bumps <br /> so used the pilograph. Steve reviewed the reports the IRI is the International <br /> Roughness Index the IRI shows anything over 100 has to be ground. J.I.L hired a <br /> contractor and they are building a rolling straight edge to determine the smoothness. <br /> Steve recommends to have J.I.L lease a grinder and he is comfortable that they want to <br /> do the right thing he would recommend a drop dead of May 1st for completion. March <br /> and April would be good time to grind. They have a report that identifies the places that <br /> need to be ground he propose to determine how many places to grind and then do the <br /> 5 <br />
