Lancaster questioned if there was much they could do on this matter, and that protest <br /> time is their opportunity. Lancaster also questioned senators about who has authority <br /> for opening up etc. <br /> Senator Halloran stated that the Governor is man in control over those things. <br /> Senator Quick stated he was amazed by how well the community did pull together, he <br /> too stated Governor is man for opening and shutting down. He stated that as far as <br /> property tax issue there really was not a good answer, he stated time will tell and they <br /> will have to see what things look like once things are opened back up. <br /> Senator Friesen stated that budgets for next year may be hit harder than current. He <br /> mentioned it is hard to know right now. He mentioned how many revenues will be down <br /> this year. He stated there will be a lot of issues moving forward, and thanks Hall County <br /> and city of Grand Island for the good job they have done so far. <br /> Dick Hartman stated that people have to get back to work and business's need to be <br /> opening back up sooner than later <br /> Lancaster stated that she was under impression the Govenor and Mayor make descions <br /> about opening and closing and that the Board can decide how to close our County <br /> buildings even though the County as always been open for the public just did it in a <br /> different manor. <br /> Lancaster stated that Hall County has kept the levy the same or slightly lower at times <br /> over the last 10 to 12 years. Lancaster stated that valuations will be the problem once <br /> businesses get opened back up. <br /> 4. SPECIAL BUDGET MEETING <br /> 1. Historical Restricted Funds Information & Unused Budget Authority for <br /> Upcoming Budget <br /> 2. Discussion & Possible Action Regarding Wage Increase for 2020/21 Budget <br /> COLA plus Step Estimates —Audit Committee recommends an increase of <br /> 1.5% COLA and step <br /> Peterson made motion to approve the 1.5% COLA increase Hurst seconded <br /> the motion. Bredthauer, Hurst, Hartman, Lancaster, Quandt, Peterson and <br /> Richardson all voted yes, none voted no. Motion Carried. <br /> 3. Discussion & Possible Action Regarding Health Insurance <br /> A. Health Insurance Information <br /> B. Approve increasing medical premiums by 7.5% and keeping dental and life <br /> premiums the same <br />
