HALL COUNTY BOARD OF COMMISSIONERS SPECIAL MEETING MAY 19, 2020 <br /> The Hall County Board of Commissioners convened May 19, 2020 for a special meeting <br /> published call in the County Board meeting room, 121 South Pine Grand Island and by <br /> VIA Zoom. <br /> CALL TO ORDER-The meeting was called to order by Pam Lancaster <br /> ROLL CALL-Present on roll call were Pam Lancaster, Butch Hurst, Karen Bredthauer, <br /> Gary Quandt in the Board room, Jane Richardson, Dick Hartman and Ron Peterson <br /> were all present via Zoom, also present was Board Assistant Kim Dugan, Deputy <br /> County Attorney Sarah Carstensen. <br /> NOTICE OF OPEN MEETING LAW-Chair Lancaster read the open meeting law. <br /> REQUEST TO RESERVE TIME-Chair Lancaster called for anyone from the audience <br /> had a request to reserve time, at that time Janie Johannes the supervisor of the State <br /> motor vehicle department came forward. Janie wanted to update the board on how they <br /> were going to be opening their office back up to the public. Johannes mentioned they <br /> would be extending hours to accommodate the back log of drivers test. They will be <br /> open until 6pm and open Saturday's from 8 am to 1 pm as they allow counties to open. <br /> She stated they will wear masks, and each customer will be required to wear a mask <br /> and only 1 person per examiner will be allowed in the office, they also will have face <br /> shields and seat covers and taking temperatures for drive tests. <br /> VERIFY AFFIDAVIT OF PUBLICATION —The Affidavit of publication was received. <br /> 2. 9:30 A.M. PUBLIC HEARING UNISSITE, LLC-DICUSS AND APPROVE <br /> RESOLUTION FOR CONDITIONAL USE PERMIT-Loren Humphrey stated this was a <br /> renewal for a conditional use for a cell tower on Wood River rd. There was a discussion <br /> about from 20 to 10 years. Quandt made a motion to close public hearing, Bredthauer <br /> seconded the motion. Bredthauer, Hartman, Hurst, Lancaster, Quandt, Peterson and <br /> Richardson all voted yes, motion carried. <br /> Quandt made a motion to grant the conditional use permit for Unissite LLC for$100.00 <br /> per year for 20 years. Bredthauer seconded the motion. Bredthauer, Hurst, Hartman, <br /> Quandt, Lancaster, Peterson and Richardson all voted yes, none voted no. Motion <br /> Carried. <br /> 3. 9:35 a.m. PRESENTATION FROM SENATORS STEVE HALLORAN, DAN QUICK <br /> AND CURT FRIESEN-Quandt stated that with everything with COVID-19 pandemic <br /> happening that businesses are hurting and people are unemployed, he mentioned it is <br /> hard to raise valuations when income is down due to closings. Quandt was looking for <br /> the Senators to possibly help with this matter or get some ideas. <br />
