9 DISCUSSION AND POSSIBLE ACTION TO APPROVE EIR FUNDS FOR JUVENILE <br /> DIVERSION FROM COPY MACHINE TO WATER SYSTEM-Lancaster stated that they <br /> have been renting water system, and that they have the funds from equipment <br /> improvement fund and they want to buy it out right instead of rent, they just want Boards <br /> Approval to do so. <br /> Quandt made a motion to approve Juvenile diversion buying water system instead of <br /> renting it Bredthauer seconded the motion, Roll Call Vote Bredthauer, Hurst, Hartman, <br /> Quandt, Lancaster, Peterson and Richardson all voted yes, none voted no. Motion <br /> Carried. <br /> 10 APPROVE THE HALL COUNTY BOARD OF COMMISSIONERS CHAIR TO MAKE <br /> DECISIONS IN BEHALF OF THE BOARD REGARDING COVID-19-Quandt made a <br /> motion for Chair to keep making decisions in behalf of Board on Covid-19 issues <br /> Bredthauer seconded the motion. Roll Call Vote Bredthauer, Hurst, Hartman, Lancaster, <br /> Quandt, Peterson and Richardson all voted yes, none voted no. Motion Carried. <br /> 5 DISCUSSION AND POSSIBLE ACTION ON VANGAURD-Carstensen introduced Bob <br /> Ahlers and Brad with Vanguard they joined on zoom. Carstensen stated she wanted all <br /> parties together to try and resolve issues and challenges moving forward. <br /> Kristi Wold the County Assessor stated the revaluations are super slow valuations <br /> should take 2 hours took 8 hours, IT Department had requested a sequel server, that <br /> has not been done she stated. Wold stated they did get upgraded to a newer version <br /> but they can't tell the difference. Wold stated they do not have the ability to send data to <br /> the Treasurer's office on a daily basis data being sent to treasurer's office has many <br /> errors. She also stated that when the abstract was submitted to the state that the Ag <br /> outbuildings came over incorrect, she stated she has emailed Vanguard about this but <br /> never gets a response so the abstract sent to the state has an incorrect number on it, <br /> the State believes Vanguard pulled assessed values and not override values on Ag <br /> buildings. She stated after they certified it wiped all the corrections out that had been <br /> done since November, so those had to be all reentered. Wold stated they were <br /> instructed to put them in the certified file and not the working file. Homesteads were all <br /> wiped out from the prior year, permissive exemptions late fees do not show up. Wold <br /> stated there are many ongoing issues and that 90% of what they know about this <br /> system has been self taught. <br /> Lancaster stated that the County Attorney and Assessor had spoke with Vanguard on <br /> the issues and concerns between the County Assessor's office and the Treasurer's <br /> office she asked Bob and Brad to address those issues. <br /> Bob Ahlers with Vanguard stated there were some issues they did in fact cause. Due to <br /> a state law change, he stated one of their programmers did make a mistake and that it <br /> did wipe out some of the partial homestead exemptions, he stated they were not aware <br /> of it until everyone was getting reports together. He stated as soon as they discovered <br /> that they did immediately fix it and sent a patch to all clients to repair that issue. Our <br />
