she feels it would need to come to the Board for approval, because that is what she
feels we are facing.
Quandt stated he agreed with Lancaster he questioned to what extent we want to do
this. He stated we have to look at the income coming in and what's going out at the
same time, we won't have control over the income. Quandt stated this is a train wreck
waiting to happen, he noted that airlines are going down and travel and tourism and the
jail numbers, how many departments are we going to get hit he questioned. Mr. Quandt
stated he thinks good idea to have some control over spending, we have to do
something he said.
Hurst stated he thinks you have to use some common sense and that is what we have
department heads for, he noted you can't nickel and dime every department. He stated
he agrees we need to cut spending, but let the department heads use their common
sense.
Steve Riehle stated that he knows the Roads department has some big line items, and
let the board know that one of the big items they have not moved forward with is the
spring asphalt resurfacing, he is confident it will be over $200,000.00 of spring asphalt
work they have not yet put out for bids
Lancaster stated she is not talking about these kind of expenditures, this would have to
come to the board anyways.
Peterson stated the department heads should use a very common sense approach to
limiting any new expenditures, until we know where we are at with this, Mr. Peterson
stated to just but a dollar amount on it, he is not sure that is the way to do it.
Bredthauer stated that at budget time they are going to have to be looking very close
and very hard, she feels there will be no increase in anyone's budget, so they are going
to have to go with what they had last year she stated. Bredthauer noted that with the
COVID-19 we may not have employees, we may be short staffed we are going to have
to look at that budget really hard next year.
Peterson stated they are talking about between here and budget time, budget time will
be different situation.
Marty Klein had some questions he asked to seek some clarity for his employees, he
has employees that may want to self-quarantine, I have people that are concerned
because they have an auto immune disease and based on their Doctor they are ordered
to stay home, what is going to be the expectation for them if they decide to self-
quarantine for the benefit and safety for their own family he questioned.
Lancaster stated in particular case of COVID-19 if they chose to self-quarantine but are
not sick they could use vacation time, if they are sick or have a child that is sick they
could use sick leave, or when they have a Doctor note stating they need to be home
