Rosenlund and Peterson the vice chair that the board grant her to make decisions on <br /> the behalf of the board, she stated she would make the decisions with their approval <br /> and their input. Mrs. Lancaster stated that she had signed the disaster declaration to <br /> hopefully open up some funding down the road. <br /> Quandt made a motion for Pam Lancaster to sign the disaster declaration Bredthauer <br /> seconded Bredthauer, Hurst, Lancaster, Quandt and Peterson all voted yes, none voted <br /> no. Hartman and Richardson were absent. <br /> Bredthauer then made a motion due to the COVID-19 and the ever changing daily <br /> updates that if the County Board needs to take some sort of action with employees or <br /> with something that is going to happen in a two week period that does not come to a <br /> board meeting that Pam, Ron, Sarah and Theresa and Jon, we will allow Lancaster to <br /> make the decisions working with the others. Quandt seconded the motion. <br /> Bredthauer, Hurst, Lancaster, Quandt and Peterson all voted yes, none voted no. <br /> Hartman and Richardson were absent. <br /> CLOSING OF PARKS DEPARTMENT-Lancaster stated they closed the Game and <br /> Parks have closed their facilities, she feels it would be wise to close Hall County Park as <br /> this is the off season, this would free up two employees for Mr. Humphrey to use at his <br /> discretion, Lancaster stated they could help with cleaning efforts etc. <br /> Peterson made a motion to close the Hall County Park temporarily, Quandt seconded <br /> the motion. Bredthauer, Hurst, Lancaster, Quandt and Peterson all voted yes and none <br /> voted no. Hartman and Richardson were absent. <br /> Lancaster stated that she also would like to give Valorie Bendixen permission to monitor <br /> the Passport office as she sees fit, giving her options to change hours that way if she <br /> would need that additional employee at her office at Court house that would free her up. <br /> Bredthauer made a motion to let Valorie decide what works for the Passport office at <br /> this time and Gary seconded. Bredthauer, Hurst, Lancaster, Quandt and Peterson all <br /> voted yes, none voted no. Hartman and Richardson were absent. <br /> Lancaster noted that any County employee that felt the need to be home during this <br /> time if they are not sick they could use their vacation time, if they are sick or have a <br /> child that is sick or a Dr.'s note stating they should not be working then they would be <br /> allowed to use sick leave. <br /> 10 DISCUSS AND TAKE ACTION ON NONESSENTIAL/DISCRETIONARY <br /> SPENDING-Lancaster stated that during this time and not knowing what issues with the <br /> COVID-19 that may arise, we really need to look at spending, she noted she is <br /> anticipating the Corrections and Sheriff's departments to have a lot of overtime through <br /> this as well as the IT Department. Mrs. Lancaster stated that leaves two budgets the <br /> Road and the Building and Grounds department, she noted she would like to see the <br /> board takes measures for spending limiting spending to $500 or under other than that <br />
