Richardson suggested that if documentation is provided that they need the employee there <br /> should be no reason to wait. <br /> Peteson suggested making a general policy that there would be no new hires until budget time <br /> but if there is a critical need they could come to the board. Health insurance may go up more <br /> than valuations. In regarding purchasing a new building we need to see where we are at budget <br /> time. <br /> Peterson made a motion and Quandt seconded to ask department to hold off hiring replacement <br /> employees until budget time. If the department has a need then they will need to come to the <br /> county board for approval. <br /> Lancaster expressed concern that if corrections does not have staff it affects the number of <br /> inmates they can hold from outside agencies. It could be a concern for the sheriff's department <br /> also. <br /> Richardson stated that the departments do not come if there isn't a need and feels this is <br /> frivolous and no need for action. <br /> Lancaster stated she looked at the salary increases and there will be health insurance costs for <br /> next year and could be more than the allowable increase. The inheritance fund was hit hard last <br /> year. <br /> Hartman questioned if a motion was necessary. <br /> Peterson expressed concern if the department were allowed to replace the employees then the <br /> county may have to cut the positions and that would be a disservice to the new hires. This will <br /> give us a better idea of what we can do to control o this end and then look at it at budget time. <br /> Hartman stated people could be hired and 2 months later they could be gone. <br /> Lancaster stated raising the levy is one issue but that is only part of it the spending lid at 2.5% <br /> will be used up by the salary increases. <br /> The vote was taken on the motion. Bredthauer, Hurst, Lancaster, Quandt and Peterson all <br /> voted yes and Hartman and Richardson voted no. Motion carried. <br /> Discussion was held on the interest rate on county funds and Hartman ask for more information. <br /> 5.10:00 A.M. INFORMAL BID OPENING FOR TREE CUTTING AT HALL COUNTY PARK - <br /> Quandt made a motion and Bredthauer seconded to open the informal bids. Bredthauer, <br /> Hartman, Hurst, Lancaster, Quandt, Peterson and Richardson all voted yes and none voted no. <br /> Motion carried. <br /> The following bids were received. <br /> BIDDER TOTAL BID <br /> Tom's Tree Service $14,000.00 <br /> 4 <br />
