11:10 a.m. to 11:31 a.m. executive session <br /> 13 B EXECUTIVE SESSION PERFORMANCE EVALUATION <br /> 11:31 a.m. to 11:35 a.m. EXECUTIVE SESSION PERFORMANCE EVALUTION <br /> 11:35 Quandt made a motion and Bredthauer seconded to go out of executive session. <br /> Lancaster stated that no other subjects were discussed no votes were taken and no action was <br /> taken. Bredthauer, Hartman, Hurst, Lancaster, Quandt, Peterson and Richardson all voted yes <br /> and none voted no. Motion carried. <br /> 5A COUNTY ATTORNEY PROSECUTER CASE MANAGEMENT PROGRAM — County <br /> Attorney Marty Klein, Deputy County Attorney Sarah Carstensen and Office Manage Bunny <br /> slick were present. The bid were opened and referred to the County Attorney for a <br /> recommendation. Mr. Klein stated it was double what he had budgeted but there are <br /> inheritance collars that could be used. He stated it is important that the software is hosted by <br /> the vendor and they can use a web browser to access the web site. He has talked to both <br /> companies and called the references. It is important to get software for the office they had been <br /> behind on cases and he ask additional staff to help. Currently the police and sheriff send paper <br /> and it has to be entered into their current software the ability to interface with the other software <br /> is a key element. <br /> Bunny stated that they would make suggestion to Software Unlimited and there was always a <br /> promise to fix problems then there would be more problems but there were no new updates. <br /> They need to be able to move to new technology. <br /> Sarah stated they need to be able to move forward electronically. Sarah explained how there <br /> were not able to add the additional information on the cases so they would have to add the <br /> information manually. They were limited to the number of character they could use on the <br /> screen and that should be simple fix but it has not happened. It is not user friendly. <br /> Mr. Klein stated that he has talked to the offices that use Spillman and to spend additional <br /> money on CMS would not be spending money wisely. Everything he has seen on the referrals <br /> state that they will be able to do the job. The CMS software sits on the county servers. <br /> Doug noted that when the program was hosted on the county server they had to have work on <br /> the county server. They would have remote control but you would have to watch to make sure <br /> they are making the changes they are supposed to make. They also want to get to the point <br /> where they can use e discovery. It needs to be hosted off of the county servers. <br /> The e discovery helps partners to be able to share information and they could share some of the <br /> annual cost. Now they have to make copies and mail copies but with Karpell there can be e <br /> discovery and they could potential click and send information. Now there are videos and large <br /> file that they have to send hard drives. They will be saving paper and be able to send <br /> electronically. <br /> Mr. Klein stated that spending $30,000 to upgrade the current software is not dollars well spent. <br /> He is asking to purchase the Karpell Software. <br /> Peterson ask if there is an escape clause in the contract in case of issues. <br /> 7 <br />
