Quandt stated that Loren, Ron, Butch, Craig Lewis and Fred Holtz looked at the building and
this needs to be addressed. He is asking if the board wants to move forward with the upgrades
and use it for storage. It also needs a new roof and the east wall needs some repairs.
Discussion was held if they should go out for bids on all 3 issues.
Quandt made a motion and Hartman seconded to move forward and have Gary Carstens draw
up the specifications for the health department building.
They need this information and decide if they want to use it for storage demolish it or find a
different place for storage.
The vote on the motion was taken Bredthauer, Hartman, Hurst, Lancaster, Quandt, Peterson
and Richardson all voted yes and none voted no. Motion carried.
Bredthauer expressed concern on the cost of replacing the roof and it may be expensive to
keep the building.
d) DISCUSSIO & POSSIBLE ACTION ON ANNEX PARKING LOT— no decision was made on
the parking lot Mr. Humphrey ask if the board wanted to address the fire suppression system in
the Annex Building. He stated it would be about $4,000 to change the sprinklers. He was told
by the fire marshal this need to be done or do not use the building. The board wants to wait on
this issue.
e) DISCUSSION & POSSIBLE ACTION ON TREES LEFT TO REMOVE AT THE PARK -
Loran stated that there are still 10 trees that need to be removed at the park they are larger
trees and are close to building and they do not have the equipment to handle the removal. He
estimated it would be $5,000 to $10,000 to remove them.
Hartman ask if the Highway Department could do this. Loran stated that the trees are close to
buildings.
Quandt made a motion and Hurst seconded to move forward with informal bids to remove the
10 trees at the Hall County Park. Bredthauer, Hartman, Hurst, Lancaster, Quandt, Peterson and
Richardson all voted yes and none voted no. Motion carried.
f) UPDATE ON 116 SOUTH PINE OFFICE AIR MONITORING REQUEST/RESULTS FROM
HHS- Lancaster thanked Mr. Humphrey for his patience regarding this issued. Loren stated he
received an e mail from DHHS in Lincoln regarding an employee that had been sick and it was
recommended to her that there could be some issue with the air quality in the building. Loran
did some air samplings of the air inside and the air outside and there were some mold spores
but they were the same inside and out but he discovered that the co2 level was high and there
was not enough oxygen in the building. He turned the fan on the furnace to run continually and
that brought in more fresh air to the building. The heat in the building was adjusted too high and
there was no humidity in the building so it was not comfortable. They may need to consider
installing some humidifiers to increase the humidity in the building to make it more comfortable.
They can consider putting humidifiers on the furnaces or buy separate units. The furnace needs
to be replaced and there is money budgeted for this. He just needs to but the specifications
together and set a bid opening. They may be able to consider adding the humidifiers at the
same time.
10
