Lancaster stated that the chair changes every year. <br /> Peterson questioned if there would be an election only every 2 years and if so the new <br /> members would not have a vote on the chair. Richardson stated they would vote every year. <br /> The vote on the motion was taken. Hartman abstained. Hurst, Peterson and Richardson voted <br /> yes and Bredthauer, Lancaster, Quandt voted no. Motion failed. <br /> 8. DISCUSSION & POSSIBLE ACTION SITTING ANNUAL LUNCHEON DATE WITH HALL <br /> COUNTY HOUSING AUTHORITY— Lancaster stated they received a letter from the new <br /> director at the Housing Authority inviting the County Board to the annual luncheon. He <br /> suggested February 4 or 18th. Discussion was held. <br /> Quandt made a motion and Bredthauer seconded to set the annual luncheon with the Housing <br /> Authority for February 18th. Bredthauer, Hartman, Hurst, Lancaster, Quandt, Peterson and <br /> Richardson all voted yes and none voted no. Motion carried <br /> 13. DISCUSSION & POSSIBLE ACTION REGARDING PLEDGED COLLATERAL FOR <br /> INSURANCE FUND ACCOUNT - Lancaster stated that they received 4 proposals and two <br /> proposals had the same and higher interest for the proposals were close. Five Points bank was <br /> able to offer some additional features for the ACH transfers and dual statements. The <br /> recommendations is to use Five Points Bank and it is for the full board to approve. <br /> Bredthauer made a motion and Quandt seconded to accept the proposal from Five Points Bank. <br /> Bredthauer, Hartman, Hurst, Lancaster, Quandt, Peterson and Richardson all voted yes and <br /> none voted no. PUBLIC WORKS — a) DISCUSSION & POSSIBLE ACION TO SET BID OPENING FOR <br /> HVAC REPLACEMENT AT THE HALL COUNTY HIGHWAY DEPARTMENT BUILDING FOR <br /> FEBRUARY 18, 2020 AT 9:30 A.M. WITH BIDS DUE FEBRUARY 14, 2020 AT 5:00 P.M. <br /> Mr. Riehle Provided copies of the bid specifications for the HVAC replacement at the Highway <br /> Department. The units will be installed in the attic and the location of the air conditioners will <br /> allow them to separate the heat and air conditioning to the office, breakroom, parts storage and <br /> shop offices. This will address the air quality issues and they will have a better furnace with <br /> better filters. They estimate the cost will be in the $20,000 to $22,000 price range. <br /> Quandt made a motion and Bredthauer seconded to set the bid opening for the HVAC <br /> replacement at the highway department for February 18, 2020 at 9:30 a.m. with bids due <br /> February 14, 2020 at 5:00 p.m. Bredthauer, Hartman, Hurst, Lancaster, Quandt, Peterson and <br /> Richardson all voted yes and none voted no. Motion carried <br /> b) PUBLIC WORKS UPDATE — Mr. Riehle reported that the gates at the Highway Department <br /> have been replaced with rolling gates and they are working on the installation of the power for <br /> the gates. They will have remote controls for the gates so when the sheriff department needs <br /> access they will have a remote for after hours. <br /> He is continuing to work on the doors for the truck sheds. The sign department was moved to <br /> the weed department and it has helped for them to be better organized and have all of their <br /> inventory in one location. <br /> 8 <br />
